Send Cover Letter & Resume to : Luis Ulerio, Manager of OHS uleriol@ci.newark.nj.us Sandra Williams, Personnel Officer williamss@ci.newark.nj.us Job Summary The Licensed Clinical Alcohol and Drug Counselor (LCADC) is a member of the formed community outreach team with the Office of Homeless Services. The LCADC will work closely with a multiciliary team of outreach, clinical, housing, and law enforcement partners to provide services to the unhoused population with substance use disorders (SUD). Under the supervision of the Program Manager or designee, the LCADC will work on a field-based outreach team based in the City of Newark. The LCADC will be responsible for engagement and referrals to treatment resources including medical providers, social services agencies, and short-term care coordination. Key Responsibilities Proactively identify and engage individuals living in unsheltered locations such as encampments, parks, abandoned buildings for housing and treatment care coordination. Conduct on site clinical assessments and diagnosis for substance use disorders in a non-traditional setting, as referenced above. Utilize trauma informed and evidenced based engagement models to building trust with chronically unhoused individuals. Teach critical health related skills related to opioid overdose and infectious disease to participants and community members (i.e. Naloxone, use of drug test strips, etc.) Facilitate "warm handoffs" to treatment providers for SUD treatment (i.e. withdrawal management, residential treatment, ambulatory treatment, etc.), mental health treatment, and/or primary care needs. Act as a clinical advocate to reduce socioeconomic barriers between unhoused participants and healthcare institutions or social service agencies. Maintain records of engaged individuals and continuing care networks for data evaluation. Provide feedback to team on observed trends, common needs, and frequently sought/needed services for program outcomes. All other tasks as assigned by supervisor, to meet organizational needs. Working Environment The LCADC primarily performs functions "on the ground". This includes conducting outreaching in unsheltered locations such as streets, parks, under bridges, abandoned buildings, and encampments. The LCADC may work in inclement weather—including extreme heat, cold, rain, and snow—for several hours. The LCADC may interact with individuals who may present in crisis or in high-stress, experiencing severe mental health symptoms, substance use disorders, or trauma. The work requires a high level of physical activity, including standing and walking for extended periods. Qualifications- Master's degree in addiction counseling, or related field, required
- Clinical licensure as Licensed Clinical Alcohol & Drug Counselor (LCADC) with New Jersey Division of Consumer Affairs, required.
- A valid New Jersey driver's license, required.
- 2 to 3 years' experience in community outreach/fieldwork, preferred
- First Aid, CPR, and Naloxone Training, preferred.
