ABOUT THE POSITION
The Chief Da Officer (CDO) provides executive HHS leadership in developing, implementing, and executing the Departmental da stregy to leverage the power of da. CDO applies innovive enterprise da management and governance solutions to enhance operional and mission effectiveness, establishes the stregic direction for the Department's da management program, and optimizes the use of da within and between HHS Divisions. CDO sets goals and objectives requiring emphasis and provides vision for HHS-wide da activities, championing da ownership, standardizion, discovery, accessibility, and governance. This position defines and oversees how the Department captures, maintains, and applies da to support key business processes and objectives. The role requires broad experience in policy formulion, IT, records management, and change and program management. The CDO provides leadership, direction, and expert guidance to HHS officials all levels in transitioning to a da-driven culture, formules Department-wide policy, establishes targeted goals, and develops stregies to achieve these objectives. The CDO advises on planning, direction, and execution of organizional da operions. The incumbent provides executive-level, stregic, and authoritive advice and leadership in the following areas: Leadership Provides vision and leadership for developing, implementing, and modernizing the da stregy and infrastructure, supporting open da and da visualizion plforms, and maintaining necessary da warehouses and tools. Guides the organizion toward a da-driven culture while adapting to emerging opportunities. Represents the agency with Congress on key oversight activities. Serves as the senior executive point of contact for Federal interagency meetings on da management and records management. Bridges the gap between other agencies and the OMB regarding best practices for using agency da for stistical purposes. Determines stregic approaches for resource allocion and recommends long-term staffing and training solutions. Policy and Stregic Planning Leads stregic, capital, and workforce planning; policy and standards development; resource management; knowledge management; architecture and infrastructure planning; auditing; and records management. Participe in management planning and decision-making regarding legislive changes, technological improvements, and Federal and non-Federal standards. Lifecycle Da Management Promotes the use of industry-leading trends and new da management technologies. Oversees planning, development, implemention, and administrion of systems for da acquisition, storage, and retrieval. Aligns agency da with pre-specified best practices. Da Governance Ensures da management governance and compliance with stutory, legislive, and executive requirements. Sets stregic vision and supervises HHS da divisions and working groups to implement a comprehensive da governance stregy. Salary:
Salary for Senior Executive Service positions varies depending on qualificions. The annual salary range may be found the top of this announcement.
