The Business of IT portfolio provides foundational business management capabilities and services that enable System IT to operate effectively as a unified enterprise function. This portfolio supports all System IT portfolio leaders and operations by delivering core management functions essential to running a mature, scaled IT organization for the Federal Reserve System. Overview The System IT Strategy, Delivery, and Performance officer is a senior executive responsible for shaping and operating the System IT strategic planning and performance ecosystem. This leader directs the Strategy, Delivery and Performance pillar, advancing nine core capabilities that strengthen enterprise direction, delivery discipline, vendor partnership effectiveness, and performance transparency across SIT portfolios. Serving as a strategic integrator for System IT, the Head ensures the System's technology strategy is actionable, measurable, and consistently delivered through unified, modern practices. The role drives the translation of enterprise strategy into measurable initiatives, elevates delivery maturity, modernizes project and portfolio practices, and oversees System IT-wide performance reporting that informs executive decisionmaking and enterprise prioritization. Acting as a force multiplier for System IT leadership, this executive anticipates systemic needs, aligns crossportfolio priorities, stewards enterprise delivery standards, and fosters a culture of clarity, accountability, and continuous improvement across the Federal Reserve System's technology landscape. Key Responsibilities Strategic Planning, Delivery Leadership, and Performance Develop and evolve System IT strategic plans, enterprise outcomes, annual operating plans, and multiyear transformation roadmaps.
Translate strategy into measurable initiatives and portfolio priorities in collaboration with portfolio leads.
Engage with CIO business portfolio leads to align business needs with System IT priorities.
Ensure strategic outcomes are measurable, reported transparently, and linked to enterprise goals and objectives.
Establish and guide strategy standards to ensure consistent enterprise outcomes, planning artifacts, and strategic alignment across System IT portfolios.
Lead enterprise-wide vendor sourcing strategy Program Delivery Maturity Enhance delivery quality, risk identification, compliance, and predictability across programs and initiatives.
Advance SIT's unified delivery model including standards, planning, execution, change management, and measurement. Project Delivery Excellence Oversee the development of enterprisewide coaching, practice scaling, tooling consistency, and adoption support.
Modernize and standardize project management methodologies and tools across the System. Performance Measurement & Reporting Own SIT performance reporting, ensuring enterprise dashboards and executive reporting provide accurate, timely insights into delivery health, strategic outcomes, and operational performance. Work Orchestration & Tooling Leadership Oversee Work Orchestration Tooling (e.g., Jira, Jira Align, FedPPM, Confluence), ensuring systemwide consistency and alignment across agile, project management, financial management, and portfolio tools.
Partner with technology teams to ensure tools support required workflows and strategic outcomes. Agile & Project Delivery Excellence Oversee the Agile Center of Excellence to develop enterprise wide agile coaching, practice scaling, tooling consistency, and adoption support.
Ensure project management standards, methodologies, and tools are modernized and consistently applied across the System. Leadership & Enterprise Collaboration Guide and mentor leaders across Strategy, Delivery and Performance capabilities
Collaborate with System IT CFO, System IT Communications, Governance & Planning officer, System IT Employee Experience officer, CIO portfolio leaders, and System IT leadership. Skills and Experience Education & Credentials Bachelor's degree in a technical (e.g. communications, organizational leadership, business, etc.) or a related field.
Advanced degree (MBA, MPA, MSOrganizational Change) or professional certification in change, strategy, or communications preferred. Executive Experience 10-15+ years leading enterprisescale organizational change or strategy functions in a technology scope or organization.
Experience influencing senior executives and operating in distributed or federated environments.
Proven success managing multidisciplinary teams supporting enterprise delivery, strategy, and change. System IT Enterprise Knowledge Strong understanding of IT portfolios, governance structures, crossfunction partnership models, and enterprise transformation priorities.
Familiarity with enterprise delivery functions such as performance reporting, vendor sourcing, and change adoption at scale. Strategic, Communication & Change Expertise Expert in strategic communication, executive storytelling, and simplifying complex technical concepts into clear, actionable insights.
Proven ability to build enterprise communication and change standards, portfolio alignment, and drive predictable adoption of transformation initiatives.
Experience integrating strategy, communications, and change practices within enterprise delivery cycles. Delivery Experience implementing agile methodology and standardized project management practices at scale
Comfort working with enterprise tooling platforms (e.g., Jira, FedPPM, Jira Align) that support transparency, planning, and strategic alignment. Leadership & Culture Track record of building highperforming, multidisciplinary teams while fostering cultures of clarity, accountability, collaboration, and continuous improvement.
Ability to navigate and influence within a federated governance model, balancing BIT portfolio needs with SIT enterprise priorities.
