Chief Information Officer/Program Lead Functional Description:

Develop and oversee Information Technology (IT) strategies that support 2D Marine Aircraft Wing (2nd MAW) Aviation Logistics Department (ALD) goals. Advise leadership on new technologies (Artificial Intelligence (AI), cloud, etc.) to enhance readiness, and manage the technical vision for ALD systems. Oversee software development, IT infrastructure, and engineering team members. Support management of IT resources and budgets, communicate with vendors, and assist in developing digital presentations and documentation. Oversee the modernization, upgrade, repair, and lifecycle support of IT infrastructure. Ensure data security, privacy, and compliance with Department of Navy (DoN) cybersecurity standards, including conducting site visits to ensure cyber hygiene. Provide site level configuration management support for Aviation Programs of Record (e.g., Naval Aviation Logistics Command Management Information System (NALCOMIS), Automatic Logistics Information System/Operational Data Integrated Network (ALIS/ODIN)). Manage and troubleshoot server operating systems (e.g., RHEL) and provide technical training and support for various aviation IT systems and communication equipment. Serve as the Marine Corps Prepositioning Program (MCPP-N) Aviation IT principal technical advisor. Assist with database administration, inventory of IT equipment, and review of operating procedures for the MCPP-N program.

Education:

A minimum of 25 years' specific experience with no degree.

ALLOWABLE SUBSTITUTION

Fewer years of experience are required if candidate has a college degree.

Experience:

The following is required: Specialized experience that includes executive alignment and understanding of the U.S. Marine Corps Aviation information systems deployment doctrine, Navy program of record information systems and applications and the organization's IT strategy, business objectives and operational goals. Experience overseeing technology infrastructure, driving digital innovation, managing IT budgets, ensuring cybersecurity compliance and leading IT personnel to improve operational efficiency. Experience planning and executing projects to ensure completion in a timely manner in accordance with established scope. Experience assisting in defining project goals, managing resources and teams, mitigating risk and communicating updates to stakeholders. Experience ensuring quality control and leading cross-functional teams from project initiation through deployment.
