Reviews, evalues and analyzes obligions and expenditures. Prepares directore or division summaries from reports submitted by Major Subordine Commands (MSC)
•. Summarizes and interprets significant da collected and reles this da to the organizions program actions; identifies and analyzes deficiencies in resource consumption, training, workload and scheduling, and values deviions from standards, plans, and estimes to determine cause and impact on missions. Assists management in interpretion and utilizion of reports and informion provided. Develops various visual media to present trends, performance stus, capability and reled management informion. Aids functional areas in identifying areas of record documention and procedures th can be streamlined, combined or improved and inities methods to opere under the new or revised system. Implements management control plans. 2. Provides recommendions to subordine organizions for proper management of programs. Recommends funding allocions and monitors expenditure to ensure allocions are being utilized as planned and are not being exceeded. Adjusts allocions as needed. Report expenditure stus to management and Nional Guard Bureau (NGB) as required. Based on budget guidance received from higher headquarters, develops an annual budget for programs. Reviews prior and current budgets/funding trends, compiles funding projections and prepares funding recommendions. Anticipes requirements for program funds by reviewing execution plans and recommends approprie action such as reprogramming funds from one program to another to correct funding shortfalls. This requires close coordinion with major subordine commands and comptroller personnel, and an in-depth understanding of the stus of the projects and contracts, their completion stus and their significance to ensure th the recommendions made will allow for the successful completion of management programs. Reviews the stus of program milestones requests payment of funds after it has been determined th the requirements have been properly sisfied. 3. Researches and interprets personnel and training regulions, DA Pam's, Circulars, and NGB guidance. Works concurrently with management to develop ste program policies and procedures. Provides advice and assistance to management on accountability and legality of opering programs. As needed, makes MSC assistance s to ensure policies and procedures are being adhered to. Conducts training for proper management and accountability of programs. Assists management in preparing guidelines and instructions to MSCs for development of the yearly Ste Opering Budget (SOB). Reviews da on program requirements (e.g. manday requirements, commercial transportion requirements, temporary employment requirements, etc.) to support and justify each separe program by appropriion/activity. 4. Develops and prepares current year program spreadsheets. Advises management on timing of obligions and expenditures for Cooperive Agreement service contracts, equipment acquisitions and other unusual commitments. Verifies th obligions and expenditures occur on a timely basis IAW current year program and monthly schedule of obligions and expenditures. Ensures resources are available and are being properly and effectively expended to support program objectives. Monitors and tracks obligions and expenditures throughout the execution phase. Investiges and prepares explanions of deviions from estimes or program objectives and develops recommendions to managers for budgetary adjustments. Formules and reviews all Annual Funding Guidance/Programs (AFG/AFP) ensuring obligion authority is not exceeded and budget adjustments are properly staffed. Review trends and performs analysis of separe budget activities then provides informion to management. Projects requirements for program requirements. Valides and refines inputs which have fluctued. Monitors daily expenditure res associed activity programs. Reviews daily and monthly funding documents to determine if updes are correct or require further action. Develops, collects, and maintains various historical da used to initie planning, programming and execution of current and future training and operions programs. Performs other duties as assigned. SPECIALIZED EXPERIENCE
1-year specialized experience, educion, or training equivalent to least the next lower grade level. Experience, educion, or training which has provided applicion of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.
KNOWLEDGE REQUIRED
- Applied knowledge of management principles, organizional theory and techniques of analysis. Knowledge of agency administrive guidance and opering procedures coupled with analytical ability is required to develop informion required by the chief to determine feasibility and legality of proposed program and operional plans. Knowledge of and ability to prepare and present detailed briefings to the chief, management and other involved individuals on subjects pertinent to the organizion's functions. Educion
