This role leads the full lifecycle of IT contracting and software asset management, ensuring compliance with North Carolina public procurement requirements and County policies. The position oversees contract drafting, redlining, renewals and amendments while maintaining accurate records, renewal calendars and departmental tracking tools. It manages software licensing inventories, monitors financial impacts, supports audits and reporting and collaborates closely with Procurement, Legal, and internal stakeholders. Additional responsibilities include budget alignment, preparing renewal and budget documentation and providing operational support and training. This role is key to optimizing contract performance, mitigating risks and ensuring a responsive, customer-focused experience across the IT Department.
Essential functions:
Manage the IT Department's contract lifecycle from initiation through award, including drafting, negotiation support and execution Provide consistent process updates to stakeholders using tools such as the department's contract queue dashboards Collaborate with Procurement, Legal and internal stakeholders on contract renewals, amendments and vendor-related matters Maintain contract records, oversee the contract portfolio and track renewal and expiration deadlines Manage software asset inventory, including licensing, renewals and alignment with budget and procurement timelines Communicate renewal requirements, financial impacts and updates to stakeholders and application owners Support audits, compliance reviews, reporting and close financial activities, including budget development Provide guidance, training, and operational support while delivering responsive, professional customer service to internal and external stakeholders

The Basics (Required Education and Experience) Bachelor's degree in a relevant field such as Business Administration, Contract Management or Information Technology Four years of contract management Equivalent education and experience are accepted Please include ALL prior work experience on your application and resume. Beyond the Basics (Preferred Education and Experience) Potential candidates include contract administrators, contract-focused paralegals, contract coordinators and business analysts. Business and IT managers and knowledge specialists, as well as procurement or purchasing and inventory managers and agents, will also transition successfully from similar roles or vendor-side positions in sales, marketing or service delivery. Bachelor's degree in an analytical field (such as general business, economics, psychology, computer science, mathematics, statistics or finance) Minimum of three years of experience in managing contract life cycles, with an emphasis on technology or IT service agreements Experience in managing large complex contracts in one or more IT categories, including hardware, software, service and communication Experience working with all key departments (security, compliance, finance, tax, AP, legal and procurement) and familiarity of procurement and vendor management practices) .ITIL experience desired, but not required How Will We Know You're 'The One'? Knowledge of contracting trends, licensing models and traditional and emerging contract and vendor performance models Ability to understand contract risks and to work with other parts of the organization in crafting tactics and strategies for risk mitigation Knowledge of IT concepts and systems Where applicable, demonstrates knowledge and understanding of relevant government and industry regulations influencing contracting approaches and vendor behavior (e.g., FINRA for financial institutions and
