Duties:
1. Serve as the Contractor's lead assurance and compliance representative and primary advisor to the Program Manager regarding security, emergency preparedness, environmental, safety, health, quality assurance, and performance assurance activities. 2. Provide leadership and supervision of contractor personnel supporting security programs, emergency management, environmental compliance, occupational safety and health programs, quality assurance activities, performance assurance programs, assessments, and corrective action management. 3. Coordinate with customer leadership, headquarters personnel, other contractors, security personnel, emergency management staff, ESH professionals, and quality assurance organizations to ensure effective program execution. 4. Oversee contractor support for security assessments, security surveys, risk assessments, security program evaluations, Site Security Plan reviews, Security Program Assessment Reports (SPARs), and related compliance activities. 5. Manage support for emergency preparedness and continuity of operations activities, emergency exercises, emergency response evaluations, corrective action tracking, and readiness assessments. 6. Oversee contractor support for personnel security processing, badging programs, clearance administration activities, classified information protection, Controlled Unclassified Information (CUI) initiatives, and insider threat program support. 7. Manage support for environmental, safety, and health program assessments, observations, inspections, document reviews, hazard analyses, and regulatory compliance evaluations. 8. Oversee review and evaluation of safety plans, environmental compliance documentation, contractor-generated reports, assessment reports, and regulatory submissions. 9. Manage Quality Assurance and Performance Assurance programs in accordance with quality assurance and oversight requirements. 10. Oversee management assessments, independent assessments, technical assessments, routine surveillances, and performance evaluations. 11. Ensure effective administration and utilization of the Assessment Tracking System (ATS), DOE Action Tracking System (DAT), and other assurance management tools. 12. Develop and maintain assurance program procedures, assessment schedules, management plans, quality control processes, performance metrics, and reporting methodologies. 13. Coordinate site visits, field assessments, readiness reviews, audits, inspections, and technical evaluations. 14. Ensure all assurance-related deliverables are completed accurately, on schedule, and in compliance with applicable directives, Federal regulations, and contractual requirements. ___________________________________________________________________________________________
Qualifications:
1. Bachelor's degree in Engineering, Environmental Science, Occupational Safety and Health, Emergency Management, Security Management, Quality Assurance, Business Management, or a related discipline; or equivalent professional experience. Equivalent experience may be substituted for a degree at the rate of four (4) years of directly relevant experience for a Bachelor's degree. Candidates without a degree shall possess a minimum of ten (10) years of progressively responsible experience in security, emergency management, environmental compliance, occupational safety and health, quality assurance, performance assurance, assessments, compliance oversight, or related disciplines. 2. Minimum of five (5) years' relevant professional experience preferably on Federal Government contracts, programs, or projects. 3. Demonstrated experience supporting Federal Government, Department of Energy, Department of Defense, industrial, energy, infrastructure, or highly regulated operational environments. 4. Experience conducting or managing assessments, audits, inspections, surveillances, evaluations, corrective action programs, or performance improvement initiatives. 5. Knowledge of environmental, safety, health, emergency preparedness, security, or quality assurance regulatory requirements and industry best practices. 6. Strong analytical, organizational, problem-solving, leadership and communication skills. 7. Proficiency in Microsoft Office Suite, SharePoint, assessment tracking tools, reporting systems, and data analysis applications. 8. Ability to obtain and maintain a Government security clearance at the level required by the contract.
