Job Description

JOB SUMMARY
Performs complex data analysis and research supporting the Early Learning Coalition of Southwest Florida's (ELC) data and reporting initiatives. Work involves conducting extensive research and detailed analysis of data, providing results to help make management decisions, and monitoring and implementing data quality initiatives. Ensures all work is performed in accordance with organizational and regulatory policies, procedures, and guidelines. Work is performed independently under limited supervision with moderate latitude in the use of initiative and independent judgment. Position typically requires processing and interpreting of more complex, less clearly defined issues.

Acquires and maintains an understanding of data sources and coordinates the collection, analysis, and reporting of data Analyzes data using standard statistical tools, methods, and techniques Consults with internal and external customers to identify user needs Compiles and queries data; identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data; interprets results to identify significant differences in data Identifies and interprets data patterns and trends and assesses data quality Prepares concise, comprehensive technical reports to present and interpret the data, identifying alternatives, and making and justifying recommendations on data revisions Assists in defining, developing, and implementing data standards Assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement Assists in developing software applications or programming to use for statistical modeling and graphic analysis May develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality Generates, receives, and maintains confidential and sensitive files, information, and reports; ensures constant security of files May guide the selection of data management tools, and the development of standards, usage guidelines, and procedures for those tools Reports all suspicions of fraud or abuse to ELC Compliance department when infractions are discovered Relates well to people from varied backgrounds and situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences Establishes/develops and maintains collaboration, trust, and cohesion with colleagues; demonstrates and fosters a commitment to the mission, goals, and organizational culture of the

MINIMUM QUALIFICATIONS
Bachelor's degree in accounting, finance, mathematics, computer information systems, economics, management information systems, or statistics; supplemented by three (3) years of data analysis, research, compilation, and/or reporting experience, including one (1) year of CRM and reporting experience; or an equivalent combination of education, certification, training, and/or experience. A valid State of Florida Driver License, proof of auto insurance, and eligibility to secure a car via authorized car rental agency is required.
PREFERRED QUALIFICATIONS
Five (5) years of professional data collection analysis experience, including two (2) consecutive years of experience with CRM and reporting software.
OTHER EMPLOYMENT REQUIREMENTS
Employment in this position is contingent on authorizing, submitting, and maintaining satisfactory: Per State of Florida Statutes, Level I Criminal History Record Checks Per State of Florida Statutes, Local Criminal History Record Checks Per State of Florida Statues, E-Verify system for employment eligibility verification Drug testing Motor Vehicle Report (MVR) with no record of criminal driving offense or license suspension
EXPECTED HOURS OF WORK
Hours of operation are Wednesday through Tuesday (weekdays), 8:00 a.m. to 5:00 p.m. (40-hours); evening and weekend hours may be required.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings; of data models, database design development, data mining, and segmentation techniques; and of record keeping, including security procedures for handling, protecting, and distributing confidential data Knowledge of department policies and procedures for the preparation, production and maintenance of reports, documentation, and records Skill in the use of a computer and applicable software, in analyzing problems and devising effective solutions, in conducting data searches, in evaluating and translating large amounts of data, and in critical thinking Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems Skill in using mathematics required for the work Skill in adapting to a changing work environment, competing demands and ability to deal with frequent change, delays, or unexpected events Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; to communicate effectively; and to provide guidance to others. Ability to clearly communicate and understand information in English, both orally and in writing Ability to follow oral and written instructions Ability to manage multiple priorities to ensure that deadlines are met Ability to correctly interpret and efficiently implement all applicable policies and procedures Ability to use reasoning skills that minimize duplication of efforts, including but not limited to comparing, classifying, analyzing, and coordinating Ability to effectively present and share information to a variety of audiences Ability to resolve conflicts, confrontations, or disagreements in a constructive manner to minimize negative personal impact Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds Ability to regularly attend work and arrive punctually for designated work schedule Ability and means to travel independently and as needed for work related matters Physical Requirements Depending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time at a keyboard or workstation and extended periods of time standing and/or walking. Environmental Requirements Tasks are regularly performed inside without exposure to adverse environmental conditions (e.g., dirt, heat, rain, fumes). Sensory Requirements Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals.
