Responsibilities and Accountabilities:
Under the direction of the Data and Evaluation Manager, the HMIS Data Analyst leads statewide data analysis efforts and supports the technical and operational efforts and supports the technical and operational functions of Rhode Island's Homelessness Management System (HMIS). This position ensures the accuracy, quality, and compliance of data collected across participating agencies and supports federal, state and Continuum of Care (CoC) reporting requirements. The HMIS Data Analyst provides technical assistance, training, and data-related support to partner agencies; monitors for HMIS policies and procedure compliance; and collaborates with internal and external partners to promote data-informed decision-making and system performance improvement. Data Analysis, Reporting, and Performance Measurement Assist in the design, development and execution of statewide data analysis activities, including routine and ad hoc reporting. develop, maintain and enhance reports, dashboards, and data visualizations for federal, state, and local partners. Analyse project-level and system-level trends to evaluate program performance, identify emerging needs, and support strategic planning. Utilize HMIS and supplemental data sources to provide actionable insights and communicate findings to stakeholders, funders, and decision-makers. Support the development of performance measures and reporting tools for new and ongoing system initiatives. Incorporate stakeholder feedback and diverse perspectives into data analysis and reporting processes. Utilize available analytical tools, including HUD Stella and other reporting platforms, to support performance evaluation and system planning. Promote understanding of data integrity, performance measurement, and data-informed approaches to ending homelessness. Data Quality Management and Compliance Develop, implement, and maintain Data Quality Plans, monitoring protocols, and Standard Operating Procedures (SOPs) related to reporting and data management. Monitor data quality for completeness, accuracy, consistency, and timeliness on an established schedule. Identify data quality issues, recommend corrective actions, and support agency-level data cleanup efforts. Evaluate existing data quality monitoring practices and implement continuous improvement strategies. Analyze and elevate project-level and system-level data quality concerns to appropriate stakeholders. Support agency compliance with HMIS data standards, HUD data quality benchmarks, and reporting requirements. Federal, State, and Continuum of Care Reporting Support the timely and accurate completion of required federal, state, and CoC reports, including but not limited to: Longitudinal Systems Analysis (LSA) Annual Performance Reports (APR) Consolidated Annual Performance and Evaluation Reports (CAPER) Point-in-Time Count (PIT) Housing Inventory Count (HIC) Performance Scoring and other HUD-required reporting Develop and maintain SOPs for daily, weekly, monthly, quarterly, and annual reporting processes. Monitor system-wide reporting submissions and ensure consistency with established standards and deadlines. Track and report performance measures associated with CoC planning grants and other federal, state, and local funding sources. HMIS Operations, Technical Assistance, and System Support Collaborate with the HMIS Team to maintain data quality standards, validation rules, reporting parameters, and system configurations. Assist with project setup, workflow design, and system configuration to support consistency across participating programs. Provide technical assistance, training, and guidance to HMIS users and partner agencies. Develop and deliver training materials related to data quality, reporting, and HMIS best practices. Support the implementation and monitoring of system initiatives by identifying reporting needs, timelines, risks, and performance indicators. Review and support requests for HMIS data related to approved research and evaluation projects, and prepare data-sharing materials as appropriate. Collaboration, Compliance, and Organizational Support Promote compliance with Rhode Island HMIS Policies and Procedures, including privacy, security, confidentiality, and data-sharing requirements. Assist in monitoring agency compliance with HUD security standards and maintain required documentation. Collaborate with HMIS team members, CoC leadership, partner agencies, and stakeholders to support coordinated system goals. Attend HMIS, Coordinated Entry, and other statewide meetings as needed to represent data and reporting functions. Support grant implementation activities, including pre-award and post-award data tracking and performance documentation. Participate in organizational activities, including meetings, committees, fundraising efforts, communications initiatives, and policy or advocacy work as assigned.
