Duties Help Incumbent directs the work of technical & professional staff in the accomplishment of the Directore's program and serves as the principle advisor to management reled to activities of team members. Incumbent establishes policies, procedures and guidelines th affect the team's operional function. Managerial duties include setting priorities; assigning tasks; monitoring and evaluing performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as approprie. Incumbent uses assigned budget, staff, and other resources to accomplish the objectives of the Service Unit/Directore's projects and programs. Manages budget and requests additional resources as needed. Contributes to budget planning process, and short-term future needs. Work of the organizion requires extensive coordinion, integrion, and decisions involving various complex and critical aeronautical informion and administrive processes. Incumbent, as a principal technical specialist within and outside the Directore, applies comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resource, and other administrive policies and procedures, and a detailed understanding of the objectives of the Directore. Directs the work of employees in the organizion, which are involved in several major programs (i.e., Aeronautical Charting, Instrument Flight Procedures, Automion and Da Services functions), requiring major decisions or actions affecting the teams as well as other Directore organizions/programs. Managing the organizion involves substantial coordinion and integrion of a number of major projects/technical assignments performed primarily by FG-13 and above personnel. Responsible for establishing an interreled series of multi-year long range plans to ensure effective and efficient implemention of operional responsibilities. Incumbent establishes and maintains effective communicions with the aviion industry; with regions, centers, and other FAA offices; and with other affected departments and agencies of Government, both foreign and domestic, in an effort to further the understanding, support and coordinion of Directore and Service Unit program responsibilities. Contacts are primarily within the organizional unit/major sub-division with subordines, peers, & higher level managers to discuss the stus of projects/programs and to share informion. In some areas, may also have frequent contact with customers to explain policies, procedures, or for other project/program purposes. Represents the Directore industry, agency, inter-agency, and inter departmental meetings when requested. Incumbent's work is typically governed by established guidelines, policies and procedures. Resolves routine problems independently, but consults with higher level management when existing guidelines are not available or applicable to complex problems. They may be called upon to assist development of new policies and procedures. Incumbent reports directly to a manager within the Directore. They are expected to perform work independently, resolving potentially controversial or sensitive issues. Results of work performed are considered technically authoritive and conclusions and recommendions are reviewed rarely to ensure technical compliance and fulfillment of program objectives.
