GIS Analyst I Role Summary The GIS Analyst I supports enterprise GIS operations through data maintenance, quality control, and project support, while building the technical judgment and independence expected of enterprise GIS staff.
This is a growth role:
the Analyst I is expected to take ownership of assigned tasks, ask clarifying questions when genuinely needed rather than waiting for step-by-step direction, and grow toward independent execution of core GIS data management, application support, and project work. The GIS Analyst I works closely with GIS Analysts, Developers, and System Administrators to maintain core municipal datasets, support operational GIS applications, and contribute to data standardization initiatives. The role builds experience in enterprise GIS environments, data governance practices, automated workflows, communication, problem solving, and technical writing. Key Responsibilities Core Data Maintenance Maintain and update core geospatial datasets, including streets, municipal boundaries, and city/county datasets, preserving data relationships using topology rules, attribute rules, relationship classes, contingent values, and related enterprise geodatabase tools. Build foundational knowledge of property-related datasets, including addresses, parcels, subdivisions, and road centerlines. Perform routine edits and updates following established workflows and governance standards, flagging exceptions or edge cases rather than pushing through them unresolved. Data Quality Assurance Perform quality control checks for spatial accuracy and attribute completeness; identify and resolve data errors and flag recurring or systemic issues rather than fixing the same problem repeatedly. Support validation of datasets prior to publishing to enterprise systems. Data Standardization & Transformation Support translation of datasets into standardized schemas and enterprise data models. Support data migration and integration projects. Document data transformations and schema changes so the work is repeatable by others. GIS Application Support Configure and maintain assigned web maps, dashboards, web applications, surveys, and ArcGIS Online/Enterprise Portal content, taking ownership of items from start to finish. Troubleshoot basic GIS application issues for internal users, investigating before escalating. Workflow & Project Support Support GIS Analysts and Developers with data preparation and project tasks, communicating status without being asked. Assist with map production, spatial analysis, and reporting. Participate in project work following Agile or iterative workflows. Document workflows, editing procedures, and project processes as part of the work itself, not as a follow-up task. Maintain organized data management practices and metadata. Identify and propose opportunities to improve data maintenance processes, even as a newer team member. Collaboration & Communication Proactively communicate project progress, challenges, and findings — what you're working on, where it stands, what's blocking you, and what you recommend. Participate in team meetings and project discussions. Work collaboratively across departments to support City/County-wide GIS initiatives. Learn and apply new GIS tools, platforms, and workflows as the City/County enterprise GIS environment evolves, treating unfamiliar technology as something to figure out rather than a blocker. Qualifications Required Qualifications Bachelor's degree in Geographic Information Systems (GIS), Geography, or related field. 0-2 years of GIS experience (including internships or academic projects). Proficiency with ArcGIS Pro 3.x and ArcGIS Online or ArcGIS Enterprise Portal. Understanding of geospatial data concepts including coordinate systems, attribute data, and basic geodatabase structures. Demonstrated ability to learn new software or workflows independently through coursework, internships, or self-directed projects. Strong attention to detail and problem-solving skills. Strong written and verbal communication skills. Preferred Qualifications Experience editing data in enterprise geodatabases. Basic knowledge of Python or SQL for GIS workflows. Familiarity with data quality assurance practices. Experience configuring web maps or dashboards. Experience working with municipal or infrastructure datasets such as addresses, parcels, or transportation networks. Esri technical certifications such as GIS Fundamentals Foundation, ArcGIS Pro Foundation/Associate, or GISP-E from GISCI. People with a criminal record are encouraged to apply
