As a senior-level analyst, this role is expected to operate independently identifying next steps, prioritizing work, and communicating proactively without requiring close oversight — and to lead the modernization of the City's GIS platforms and workflows. The GIS Analyst III works closely with GIS Developers, System Administrators, City/County personnel, and other analysts leading complex GIS projects, maintaining enterprise datasets, providing technical guidance, and mentoring junior analysts and interns. Key Responsibilities Core Data Maintenance & Management Maintain and update core geospatial datasets, including streets, municipal boundaries, and city/county datasets, preserving data relationships using topology rules, attribute rules, relationship classes, contingent values, and related enterprise geodatabase tools. Design, implement, and monitor enterprise data governance standards. Lead data quality improvement initiatives and address systemic issues in datasets rather than recurring one-off fixes. Serve as subject matter expert (SME) for enterprise datasets and advanced geodatabase management, including Parcel Fabric, utility networks, routing, and address data management. Data Analysis & Workflow Automation Conduct spatial analysis to support operational, planning, and cross-agency projects. Investigate GIS issues independently, determine root cause, and bring forward options or a recommendation rather than an open-ended problem. Develop and maintain scripts and tools to automate GIS workflows (Python, SQL, ModelBuilder, Arcade). Lead automation initiatives, evaluate and implement new GIS technologies, and improve enterprise-wide workflows. GIS Application Support & Configuration Configure and maintain web maps, dashboards, web applications, surveys, and ArcGIS Online/Enterprise Portal content. Troubleshoot advanced GIS application issues and support enterprise users, owning issues through resolution. Develop, implement, update, and document GIS workflows using ArcGIS Tasks, Microsoft Word, Microsoft Visio, and related tools. Project Leadership & Collaboration Participate in cross-agency project planning, data collection, and reporting. Lead major GIS projects, owning outcomes end-to-end. Serve as primary technical liaison for departments; mentor GIS staff, Analysts I/II, and interns to support their professional growth. Distinguish between what a stakeholder asks for and what they actually need and recommend the appropriate solution. Documentation & Process Improvement Document workflows, editing procedures, analytical methods, and project processes. Maintain organized data management practices and metadata. Drive continuous process improvement across enterprise GIS operations. Contribute to shared technical standards and cross-training so institutional knowledge isn't held by one person. Collaboration & Communication Provide concise, unprompted status updates on project progress, findings, blockers, and recommendations. Participate in team meetings and cross-agency discussions. Mentor junior analysts and interns. Learn and apply new GIS platforms, tools, and workflows as the enterprise environment evolves. Qualifications Required Qualifications Bachelor's degree in GIS, Geography, or related field. 5+ years of GIS experience in municipal or enterprise environments. Advanced proficiency with ArcGIS Pro, ArcGIS Enterprise/Portal, and ArcGIS Online. Experience with enterprise geodatabases and versioned workflows. Advanced scripting or automation skills (Python, SQL, ModelBuilder). Strong project management, analytical, and communication skills. Preferred Qualifications Experience leading GIS projects in municipal or enterprise settings. Advanced knowledge of municipal datasets (parcels, addresses, streets, municipal boundaries). Experience configuring dashboards and enterprise GIS applications. Proven mentoring or leadership experience with junior GIS staff. Familiarity with emerging GIS technologies and enterprise integration approaches. GPN GIS Leadership Academy graduate.
