Opening Date 03/27/2026 Description Benefits Questions Job Description The Deputy ITS Director oversees complex technical and administrative work in the planning, implementation, security, and management of technology systems that support all Onslow County Government departments. This role provides leadership in the design, operation, and optimization of core infrastructure systems including network communications, network security, data storage, virtualization, cloud services, VoIP, endpoint computing, email, and data backup/recovery. Supervision is exercised over ITS personnel. Work is performed under the general supervision of the Chief Information Officer. Position Responsibilities Directs the operational management of the County's Information technology infrastructure, including data stewardship, network, data center operations, and enterprise cybersecurity. Exercises direct supervision over IT staff including mentoring and coaching, time-off requests and timecard approvals, performance evaluations. Facilitates a safe work environment where employees are treated with respect, dignity, and compassion. Oversees the design, implementation, support, and security of the County's network infrastructure, including routing, switching, wireless, and firewalls. Assists in setting departmental goals, technology standards, and long-term IT strategy in coordination with the Chief Information Officer. Manages enterprise systems such as servers, virtualization platforms, SAN storage, VoIP systems, and cloud-based services. Coordinates cybersecurity initiatives including monitoring, incident response, policy enforcement, and user education. Serves as technical advisor and escalation point for complex issues across all County departments. Evaluates emerging technologies and provides recommendations to the Chief Information Officer regarding strategic direction and potential investments. Oversees application support functions and ensures reliable operation of departmental software solutions. Ensures effective backup, disaster recovery, and continuity of operations. Develops and maintains documentation, procedures, and performance metrics to continuously improve service delivery. Represents ITS in cross-departmental meetings, internal planning sessions, and vendor engagements. Performs assigned functions as a Disaster Ready Team (DRT) member. Performs additional duties as assigned. Qualifications Thorough knowledge of enterprise network hardware, software, and protocols; expertise in server administration, virtualization platforms (VMware/Nutanix AHV), and SAN/NAS storage technologies; strong understanding of VoIP systems, email systems, and enterprise security best practices; ability to analyze, troubleshoot, and resolve complex technical issues; ability to manage multiple concurrent projects and prioritize effectively; strong leadership and team development skills, including mentoring and cross-training; effective communication skills, both written and verbal, with the ability to work collaboratively with technical and non-technical personnel; ability to research and evaluate new technologies and make recommendations that support organizational objectives. Education, Experience, and Special Requirements Any combination of education and experience equivalent to graduation from an accredited college or university with major coursework in computer information systems and two to five years experience in a variety of technical systems that serve as a backbone of the technical structure used by the County. The following certifications are preferred, but not required: CompTIA A+ CompTIA Network + CompTIA Security + Please attach your final transcripts showing the date your degree was awarded if you completed education higher than high school diploma. Physical Requirements This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling, lifting and repetitive motions and occasionally requires climbing or balancing and stooping, kneeling, crouching or crawling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a quiet location (e.g. library, private offices). Salary will be determined by internal equity, candidate's qualifications, budget, and market considerations. Regular Onslow County employees have the ability to participate in a wide array of employee benefits including: Health Insurance Health Insurance is provided by BlueCross BlueShield of North Carolina and covers a wide variety of healthcare services. Dental Insurance Dental insurance is provided by Delta Dental to full-time employees and covers a percentage of basic to major dental procedures, including orthodontia for children and adults. Vision Insurance Vision insurance is provided by MetLife to full-time employees and covers a variety of materials (contacts and glasses frames/lenses) and an annual eye exam. North Carolina Local Governmental Employees' Retirement System Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit. NC401k The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%. Vacation Leave Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases. Sick Leave Regular full-time employees earn 12 days of sick leave per year. Paid Holidays County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary. ComPsych Mental Health Services The County provides Mental Health and Life Services through ComPsych to help employees and their families with personal, family and job-related problems such as counseling, crisis support, work-life resources, legal and financial consultations, and organizational support tools. Supplemental Benefits County employees are also offered a variety of supplemental benefits such as Life Insurance, Flexible Spending Accounts, 457b Deferred Compensation Plan, and MetLife Supplemental Plans.
