Overview LABUR is partnering with a client to identify a Senior IT PMO Manager to serve in a strategic leadership capacity focused on building, maturing, and scaling a modern IT PMO. This individual will partner closely with IT leadership and business stakeholders to drive alignment between business strategy, portfolio investments, governance, and delivery execution. The role centers on establishing the processes, governance frameworks, and operating disciplines that ensure technology initiatives are prioritized effectively, funded appropriately, executed predictably, and measured against expected business outcomes. Collaborating across business functions, Finance, Enterprise Architecture, Cybersecurity, delivery teams, and external partners, this leader will facilitate strategic portfolio planning, demand management, governance reviews, investment prioritization, and performance management activities. This role requires the ability to influence senior leaders, navigate ambiguity, drive organizational change, and balance strategic thinking with operational execution. The ideal person is a transformational PMO leader who thrives in building or maturing PMO capabilities within complex organizations and can help evolve the project, program, portfolio, and governance practices to support future growth, scalability, and digital transformation objectives. Responsibilities Spearhead governance, portfolio management, and delivery excellence practices across the IT organization, including stage gates, executive reviews, risk management, and delivery standards. Facilitate portfolio prioritization, funding decisions, and executive trade-off discussions to ensure investments align with strategic goals. Create and oversee PMO governance processes, stage gates, executive reviews, risk management, and delivery standards Drive delivery predictability through structured planning, dependency management, issue resolution, and vendor oversight. Manage enterprise demand, capacity, and investment planning processes to enable informed prioritization and resource allocation. Collaborate with IT Finance and business leaders on business cases, capital and operating budgets, ROI analysis, and investment decisions. Ensure technology investments achieve measurable business outcomes through benefits realization, KPI tracking, and value management. Utilize advanced analytics, automation, and AI-enabled capabilities to enhance portfolio visibility, decision quality, forecasting, and operational efficiency. Build PMO capabilities through coaching, mentoring, talent development, and continuous improvement while championing organizational adoption through stakeholder engagement and change management. Identify opportunities to accelerate value delivery, improve organizational agility, and increase return on investment across the technology portfolio. Lead organizational adoption of PMO practices through stakeholder engagement, change management, communication, and executive sponsorship alignment. Qualifications Bachelor's degree in Business, Information Technology, Engineering, or a related field; advanced degree preferred. 10+ years of progressive leadership experience in program management, portfolio management, PMO leadership, or enterprise transformation. Demonstrated track record of building, transforming, and maturing PMO functions within complex organizations, including leading enterprise technology portfolios and large-scale cross-functional initiatives. Deep expertise in portfolio governance, investment management, financial planning, risk management, and Agile, Waterfall, and hybrid delivery methodologies. Experience leveraging enterprise portfolio, project management, and analytics platforms to enable governance, resource planning, delivery execution, and executive decision-making. Strong executive presence with the ability to influence senior leaders, build cross-functional alignment, and lead effectively through ambiguity; demonstrated success driving organizational change and business value realization. PMP, PgMP, PfMP, PMI-PMO CP, SAFe, or related certifications preferred. Compensation $80-$85/hr - Dependent on fit and experience
