Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Leading and managing complex, enterprise IT projects and programs, including developing and maintaining project plans, schedules, milestones, and risk management strategies, and aligning major IT investments with organizational strategic goals. Managing full lifecycle IT acquisition and solution development activities, including requirements analysis, feasibility and trade-off studies, acquisition planning and budgeting, and developing concepts of operations and lifecycle cost estimates. Ensuring IT systems complied with applicable federal laws, regulations, and policies, and integrated cybersecurity and configuration management considerations into programs and systems, in coordination with governance and security stakeholders. Serving as a technical authority on complex, agency-wide IT initiatives, leading integrated project teams, providing expert advice to senior leadership, and delivering regular status reports and briefings that identify issues, recommend mitigations, and track performance. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.
Time-in-grade:
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Background Investigation:
To ensure the accomplishment of our mission, FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Secret as a condition of placement in this IT Non-Critical, Moderate Risk position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
Physical Demands:
The work is primarily sedentary. Some work may require walking and standing for long periods of time. Position may need to travel to attend meetings and conferences away from the work site. Position may frequently be involved in the design and installation of the integration of enterprise IT projects. The position may be exposed to high noise levels and cold temperatures in the telecommunication and data communication facilities. The position may need to lift and carry electronics, occasionally weighing up to 50 pounds.
Work Environment:
The majority of the work is performed in an office setting. The position must be able to visit on-site and off-site locations. The position does spend time in private or on public transportation in conjunction with travel to meetings and visits to other government offices or contractor facilities. Working hours are within the typical workday; however, major and non-major IT projects may require overtime or weekend support. Temperatures in computer and network communications facilities are controlled to accommodate the hardware and may necessitate exposure to uncomfortable conditions. The work area involves everyday risks or discomforts that require standard safety precautions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
