Job Description

United States Suitability/Public Trust Fully remote Project/Program Management

  • Overview
  • GovCIO is seeking a Technical Program Manager to join the Health Technology Management Services (HTMS) team.

The selected candidate will provide contracted support to the Department of Veterans Affairs Office of Information and Technology. The Technical Program Manager will ensure that the architecture team documents the current state architectures and develops needed solution architectures. The ideal candidate understands data architectures, challenges of system interoperability and understands project and program management. The environment is dynamic and demanding, with evolving client needs; flexibility and a forward-thinking mindset are essential for success. This role is a fully remote position within the United States with core hours of operation from Monday to Friday, 8 AM to 5 PM ET.

  • Responsibilities
  • + Quickly develop a holistic view of the organization's current IT architecture, business operations, in-flight technology modernization initiatives and future plans + Build a trusted advisory relationship with the client + Maintain technology roadmaps and runways that align with higher organizational strategies and vision + Direct interface with users/stakeholders to determine needs + Manage and track technical data across products and teams for easy inquiry and in support of data calls + Support and defend the Intake process for new work and change requests + Leverage GovCIO resources across programs + Monitor/interpret technology memos/policies/directives from higher leadership and recommend approaches + Communicate and advocate for alternative viewpoints with clarity and diplomacy + Actively works with the client to manage the team's priorities + Actively sets priorities with small architecture team + May supervise 1-4 people •Qualifications•Required Skills and Experience•+ Bachelor's degree in: Engineering, Computer Science, Systems, Business or related scientific /technical discipline + 15 years of related experience + 10 years of additional relevant experience may be substituted for education + Expert-level knowledge and highly innovative problem-solving + Experience leading others + Ability to meet deadlines, including short-notice requests.

+ Works well in a team environment.

+ Detail-oriented and thorough.

+ Excellent communicator who garners trust through transparency.

+ Ability to build collaborative relationships with diverse teams.

  • Clearance Required:
  • Ability to obtain and maintain a Suitability/Public Trust clearance
  • Preferred Skills and Experience
  • + Experience supporting or leading within the Veterans Affair Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus + Experience with x12 Healthcare Insurance Transaction Standards + Experience in a Healthcare or Healthcare Insurance environment + Project Management Experience + Data and Systems Interoperability Architecture Experience + SAFe certified and/or experience in a scaled agile environment + Over 5 years' experience as a technical lead or systems or solutions architect + Jira experience •Posted Salary Range•USD $140,000.

  • The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity.

The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
