Provides oversight for the team responsible for developing and supporting custom applications, web content platforms, integration services, and technology frameworks that enable high-quality public services. The director also ensures that digital solutions are secure, accessible, reliable, and aligned with organizational priorities, while driving operational efficiency and enhancing the overall quality of service delivery.

Key responsibilities:

Oversees the operation and continuous improvement of web application environments across both on-premises and cloud-based environments Ensures platforms are stable, secure, and scalable supporting high availability of public services Manages the development, enhancement, and support of enterprise applications that deliver online services to residents, businesses, and county staff Directs planning, design, development, testing, and maintenance of applications supporting departmental operations Leads business process automation initiatives and solution development efforts Guides integration of AI capabilities into applications and service platforms to improve efficiency and outcomes Ensures compliance with security, accessibility, records management, and performance standards Establishes, implements, and maintains countywide application governance frameworks, including technical and accessibility standards, templates, and procedures Leads application lifecycle management activities, including source control, code reviews, release management, and system integration Defines standards for application containerization, deployment models, and environment management Directs design, implementation, and governance of application integrations using APIs and secure data exchange methods Provides governance for multi-cloud application deployment aligned with enterprise architecture Works collaboratively with departmental leaders to understand business needs and deliver effective digital solutions Communicates technical concepts clearly to non-technical audiences Contributes to countywide technology planning, digital service strategies, and modernization initiatives Leads, mentors and develops technical staff, contractors and vendors Performs other related duties as assigned. MINIMUM QUALIFICATIONS

Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Possession of a bachelor's degree in computer science, or closely related field; plus, five years of progressively responsible experience in applying information technology to meet the needs of a government or business organization including two years of supervisory experience.

NECESSARY SPECIAL REQUIREMENTS

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS

Experience leading enterprise application development, integration, and support teams in government or large-scale organizations with proven ability to mentor, lead and develop technical staff and establishing technical standards. Demonstrated expertise in modern development frameworks including .NET and cloud architectures Experience with GitHub Enterprise, CI/CD practices, Azure Kubernetes Service (AKS), and multi-cloud deployment strategies Strong knowledge and experience with containerization technologies (Docker, Kubernetes) and infrastructure as code (IaC) practices Experience designing and implementing microservices architecture and RESTful APIs Proficiency with web content management systems such as Drupal Experience with business process automation tools like SharePoint, Nintex, and Power Platform Experience with and understanding of mobile application development (native iOS/Android and cross-platform frameworks) Experience establishing and maintaining application governance frameworks and technical standards across an organization. Experience managing complex, mission-critical technology platforms serving large user populations. Strong verbal and written communication skills, with the ability to engage both technical and non-technical stakeholders Knowledge of federal, state, and county IT regulations, security, and accessibility requirements Experience with project management methodologies and Application Lifecycle Management processes
