Job Description

Overview:
Department 448 Network Engineering Team works to design, implement, and maintain network infrastructures to support the design, development, testing and integration of system software for US Navy Nuclear Submarines. These network infrastructures, that are served by the System and Network Engineering team, support a variety of engineering teams that develop and maintain a variety of submarine platforms and control systems such as: Ship Control, Combat Weapons Systems, Weapons Stowage and Handling, as well as other specialized embedded safety critical shipboard and database systems, simulators, and land-based trainers. The Network Engineering team works to assure that these network infrastructures and the engineering development platforms are up to date and follow the latest cybersecurity standards. The

Network Infrastructure and Administration Team is looking for a Program Representative with a strong background in information technology (IT) or custom software development and related financial and project management to help ensure proper staffing, accurate estimating and task definition, on-track project execution and schedule development, internal and multi-department communication, and successful task/ vendor management. The candidate must be a self-starter able to work independently with minimal supervision and must understand IT organizational processes. Specific responsibilities include but are not limited to:
Project Planning and Operations:
Support development and execution of the team's recurring work planning and prioritization activities Lead and/or facilitate work request triage activities and related information updates. Develop and support updating the D448 Team's Initiatives, Projects, and Tasks to support progressing related activities, identify dependencies, and assist identifying areas for process and workflow improvement. Long-term Program planning for network expansion and obsolescence: Developing and maintaining, tracking, and analyzing materials budgets to support established cost practices and spending policies along with long-term planning and implementation.
Multi-department coordination:
Acting as a liaison between D448, stakeholder Engineering teams, EBIT/UNISYS, EB Security, Program Office, etc. Coordinating and facilitating the group's support of multiple projects, networks, systems, and managing the Automated Manpower Planning (AMP) inputs. Communications and presentations within, across the departmental stakeholders to support our IT projects and operations with participating EB and NAVSEA business and technical customers. Materials Management:
Ability to coordinate purchase orders/requisitions ensuring accurate submittals and successful approvals to support procurement efforts. Ensuring IT Network components, related licensing and support, and assets are ordered
Qualifications:
Required:
Bachelor's of Science degree in Engineering or Information Technology 5+ years of experience in an IT related field The ability to obtain and maintain a Department of Defense (DoD)
Secret Clearance Preferred:
Understanding and proficiency in developing and supporting teams in adopting ITSM or related IT Agile processes for IT operations and projects. Proficient with one or more fhe following Atlassian Jira/Confluence, Jira Service Management, Power BI Reports or similar Understanding of EB business and financial processes including ARTEMIS and Manpower planning tools. Understanding of the Earned Value Management System (EVMS) including performance indices, performance measurement baselines, and variance analysis.
Skills:
Servant leadership, schedule and team management Strong written, oral communication, and interpersonal skills. Proficient at using Atlassian Jira/Confluence/JSM toolkit, minimally in a team facilitator role managing related IT workflows. Ability to effectively interface with finance, contracts, and program office groups. Strong background with MS Office products including automated Excel functions and Visual Basic for Applications (VBA) for macros development.
