INTRODUCTION
The Minneapolis Veterans Affairs Health Care System is seeking a proactive, detail-oriented and organized Health Systems Specialist (GS7T9) to join the Center for Care Delivery and Outcomes Research (CCDOR). We are looking for a flexible, reliable team member who can manage multiple priorities, follow through on tasks, communicate effectively, and provide exceptional customer service and support to investigators and various team members in our Research Center. CCDOR, a VA Health Systems Research Center of Innovation located on the campus of the Minneapolis Veterans Affairs Medical Center, has 32 Investigators and over 100 affiliate and research support staff.

Program & Fellowship Administration Coordinate day-to-day operations of advanced fellowship programs, including onboarding, training, and integration of postdoctoral fellows. Interpret and implement national VA/OAA directives, ensuring program compliance and quality. Collaborate with program directors and stakeholders on risk management and process improvement initiatives. Coordinate educational seminars and align program activities with organizational goals. 2. Personnel & Systems Management Manage a range of personnel actions (onboarding, credentialing, security clearances, pay actions, appointments, etc.) in compliance with federal and local standards. Maintain HR and personnel data systems to track required actions, timelines, and benchmarks. Coordinate promotions and research appointments for Center staff. Serve in key roles such as
ADPAC, PIV
Card Sponsor/Manager, TMS Administrator, and Custodial Officer, resolving technology and access issues. 3. Data, Finance & Administrative Support Analyze program data, perform continuous process improvement, and generate financial reports to enhance program quality and efficiency. Support annual Center and project budget planning providing analytical insights and systems-based approaches for cost-effectiveness. Act as Contracting Officer Representative (COR) for procurement, ensuring federal compliance and integrating acquisitions into the research mission. Oversee publication data collection, reporting, and manage citation and knowledge management systems. 4. Project, Event & Special Assignment Coordination Plan, coordinate, and evaluate major meetings, retreats, and special events, aligning logistics and communications with strategic objectives. Design and deliver instructional/educational materials; lead cross-functional team initiatives and implement knowledge management updates. Execute special projects and priority tasks assigned by leadership, applying project management and quality improvement methodologies.
MINIMUM QUALIFICATIONS
Education and Experience (GS-7): Bachelor's degree in a business (e.g., health or public administration, etc) or health systems (e.g., psychology, public health, sociology, etc) related field OR at least one year of specialized administrative, program or research support experience equivalent to the GS-5 level, demonstrating skills in project coordination, data management, or office administration. Education and Experience (GS-9): Master's degree or two years of progressively higher-level graduate education in a business (e.g., health or public administration, etc) or health systems (e.g., psychology, public health, sociology, etc) related field OR one year of specialized experience equivalent to at least the GS-7 level, including independent management of administrative processes, personnel activities, or program compliance. Strong judgment, discretion, and confidentiality with sensitive information. Proficient in database management, Microsoft Office, and virtual collaboration tools. Team-oriented with strong organizational, communication, and time management skills. U.S. citizenship and ability to pass background check and obtain security clearance.
PREFERRED QUALIFICATIONS
Experience in administration, project management, or academic program coordination (VA or healthcare environment preferred). Exceptional organizational and analytical skills, with proven ability to develop, implement, and refine systems. Strong quantitative skills, with experience in budgeting and financial reporting. Tech-savvy; ability to troubleshoot technology issues and support access management. Ability to balance multiple priorities and adapt in a fast-paced environment.
COMPENSATION
This position may be filled at either the GS-7 (starting salary: $55,012) or GS-9 (starting salary $67,290) level based on the qualifications and experience of the selected candidate. Position is eligible for full benefits.
