D&G is seeking an experienced Functional Business Analyst / Scrum Master to support IGC Logistics Data. In this role, you will serve as the functional bridge between IGC mission users and Agile delivery teams by translating transportation and logistics needs into clear requirements and user stories, facilitating predictable sprint execution, and supporting release readiness and functional validation. This position offers the opportunity to work closely with Government Product Owners, users, subject-matter experts, developers, testers, and data teams to deliver capabilities supporting mission-critical transportation and logistics operations. What You Will Do Analyze transportation, logistics, cargo, passenger, movement, distribution, and asset-visibility processes and data and translate operational needs into functional, data, interface, reporting, and system requirements. Develop and maintain User Stories, acceptance criteria, process flows, business rules, requirements traceability, and related artifacts in the Government-approved ALM tool. Facilitate Agile ceremonies including sprint planning, Daily Scrums, backlog refinement, sprint reviews, retrospectives, and other delivery activities while supporting realistic sprint commitments based on team capacity, dependencies, and approved acceptance criteria. Track sprint progress, blockers, carryover, defects, risks, dependencies, and release readiness using Jira or the Government-approved ALM tool; coordinate issues across functional, development, testing, database, cloud, cybersecurity, and operations teams. Support impact analysis, change control, configuration management, release documentation, and baseline activities to ensure approved changes are reflected in requirements, User Stories, test evidence, release notes, and controlled documentation. Support sprint demonstrations, Government Validation Testing (GVT), Government Acceptance Testing (GAT), Configuration Control Boards, release-readiness reviews, and functional validation activities. Provide effective facilitation, stakeholder communication, issue resolution, and coordination across Government and contractor teams to support successful Agile delivery. What We Are Looking For Required Four or more years of experience in functional or business analysis, requirements management, logistics systems analysis, transportation-data analysis, or Agile software delivery. Experience translating operational needs into requirements, User Stories, acceptance criteria, process flows, business rules, and traceability artifacts. Experience facilitating Scrum ceremonies and supporting cross-functional Agile software-development teams. Experience with transportation, logistics, supply-chain, cargo, passenger, movement, distribution, or asset-visibility processes and data. Experience using Jira or a comparable Government-approved ALM tool for backlog, sprint, requirements, defect, and release management. Strong analytical, facilitation, organization, stakeholder-management, communication, and problem-solving skills. Bachelor's degree in Computer Science, Cybersecurity, Data Science, Software Engineering, Information Technology, Information Systems, or a related software-engineering discipline; or one current certification from the following: CompTIA Security+ or Systems Security Certified Practitioner (SSCP). Ability to satisfy applicable DoD 8140 / DoD Cyber Workforce Framework qualification requirements when assigned duties fall within a covered work role. Preferred Experience supporting IGC, Global Transportation Network (GTN), U.S. Transportation Command, the Defense Transportation System, or another DoD logistics environment. Knowledge of global transportation planning, deployment, distribution, sustainment, In-Transit Visibility, or Asset Visibility. Experience supporting release management, Configuration Control Boards, baseline reviews, or software configuration-management activities in a DoD environment. Certified ScrumMaster (CSM), Professional Scrum Master (PSM), SAFe Scrum Master, PMI Agile Certified Practitioner (PMI-ACP), or comparable Agile certification. Clearance and Eligibility Active Secret security clearance or ability to obtain and maintain one, as required by assigned duties and contract requirements. This role is restricted to U.S. person(s) (U.S. citizens, permanent residents, and other protected individuals under 8 U.S.C. 1324b(a)(3)). Location Hybrid Work may be performed remotely or at a contractor facility when authorized. Personnel must be available for required on-site meetings, testing, demonstrations, classified access, or other assigned mission needs at Scott Air Force Base, Illinois.
