293393017 Job Description The Jira Configuration Expert and Agile Standards Lead is a senior-level role responsible for optimizing and governing Jira platforms to support enterprise-wide agile delivery. This individual will define, implement, and standardize agile processes and best practices across multiple teams, ensuring Jira serves as a reliable system of record for delivery activities. The role requires a strategic thinker with deep technical Jira knowledge and a strong understanding of Agile methodologies, able to translate frameworks into scalable, repeatable configurations and processes that enhance visibility, accountability, and collaboration. Responsibilities
  • Define and implement enterprise Agile standards, playbooks, and best practices across multiple teams, ensuring consistency in Agile execution and Jira configurations.
  • Translate Agile frameworks into Jira workflows, roadmaps, governance models, and structured practices; socialize and promote these across teams.
  • Collaborate with leadership to develop Agile artifacts such as definitions of done, backlog standards, and PI planning structures, driving continuous improvement efforts.
  • Serve as the primary Jira configuration authority, owning workflows, dashboards, permissions, and governance structures to support cross-functional delivery.
  • Design and maintain scalable Jira platforms, including JQL filters, project setups, boards, and roadmaps, ensuring data integrity and alignment to Agile processes.
  • Manage Jira dashboards and reports to communicate project status, risks, dependencies, and blockers to leadership effectively.
  • Ensure high data quality across Jira, including consistent use of acceptance criteria and other standards, to enable reliable reporting and decision-making.
  • Leverage Confluence for tracking work efforts and linking to Jira tickets to enhance traceability and documentation.
  • Utilize Generative AI tools to automate routine tasks, improve configuration quality, and support Agile process development.
  • Provide training, onboarding, and ongoing support to teams to foster effective Jira utilization and Agile adoption. Qualifications
  • Extensive experience administering Jira at scale in complex, multi-project environments, including permission schemes and issue security.
  • Proven ability to define, operationalize, and scale Agile practices within Jira, including PI planning and roadmap configuration.
  • Strong hands-on expertise with Jira workflows, JQL, automation tools (e.g., ScriptRunner, Jira Automation), APIs, and bulk update functionalities.
  • Demonstrated success designing Jira data models (issue types, fields, taxonomies) and dashboards to support reporting and leadership visibility.
  • Experience leveraging Generative AI tools (e.g., Gemini) for automating Jira administration tasks and improving workflow quality.
  • Ability to manage multiple workstreams, prioritize tasks, and deliver results in fast-paced environments.
  • Strong stakeholder management skills, with experience working with leadership, engineering, and government teams.
  • Excellent communication skills, capable of translating technical concepts into clear, actionable insights for diverse audiences.
  • Familiarity with federal programs or health services, such as DHMS or DHA, is preferred but not required.

Publishing Pay Range:
$60.00 - $62.00 hourly This is a fully remote role and can be performed from an approved location.
