Azure DevOps, Microsoft Office Job Summary We are seeking an experienced IT Project Manager / Scrum Master to join the Project Portfolio Management Office (PPMO). This role is responsible for managing IT projects from initiation through closure while partnering with business stakeholders, technical teams, and leadership to ensure successful project delivery. The ideal candidate will have strong project management expertise, Agile delivery experience, business analysis skills, and the ability to lead cross-functional teams in a fast-paced environment. Key Responsibilities Plan, direct, and coordinate project activities throughout the project lifecycle. Define project scope, objectives, deliverables, schedules, and resource requirements. Lead Agile project execution and facilitate Scrum processes as needed. Develop and maintain project documentation, including project charters, schedules, risk assessments, and status reports. Monitor project progress and ensure deliverables are completed on time and within scope. Manage project risks, issues, dependencies, and change requests. Collaborate with stakeholders to gather, analyze, and document business requirements. Conduct process analysis, gap analysis, and solution evaluations. Facilitate stakeholder meetings and provide project updates to leadership. Oversee project execution and resolve project constraints and obstacles. Coordinate quality assurance, testing, and project closeout activities. Utilize Azure DevOps to manage product backlogs, user stories, and project tasks. Required Qualifications Education & Experience Bachelor's degree in Computer Science, Software Development, Project Management, or a related field; or an equivalent combination of education and experience. Minimum 5 years of project management experience. Minimum 2 years of experience managing software development projects using Agile methodologies. Proven experience leading IT projects from initiation through completion. Technical Skills Strong understanding of Agile SDLC and Scrum methodologies.

Experience conducting vendor evaluations and solution assessments. Proficiency with Microsoft Office applications. Experience using Azure DevOps. Strong understanding of project management methodologies, including PMI-based practices. Leadership & Communication Excellent client-facing and stakeholder management skills. Strong written and verbal communication abilities. Ability to influence, motivate, and lead teams without direct authority. Strong organizational, multitasking, and problem-solving skills. Exceptional attention to detail. Preferred Qualifications Project Management certification (PMP or equivalent). Experience managing ERP or other enterprise technology projects. Experience working in Agile Scrum environments. Experience collaborating with developers, business users, and technical teams. Experience supporting transportation, highway safety, traffic safety, or financial systems.

Technical Environment Applications and solutions may utilize technologies including: Azure DevOps C#.NET MVC Architecture HTML JavaScript CSS XML Microsoft SQL Server The environment also includes legacy applications built using COBOL, CICS, and DB2 z/OS. Location Requirements Hybrid work arrangement will transition to onsite support. Reliable attendance is required. Interviews will be conducted onsite only.
