We are seeking an experienced Business Analyst / Scrum Master to combine requirements analysis with hands-on Agile team facilitation for an enterprise Pega-based modernization effort within the Department of Veterans Affairs. The role translates business needs into a well-managed backlog while facilitating daily delivery, sprint ceremonies, stakeholder demonstrations, metrics, and impediment removal. The ideal candidate brings strength in both analysis and team enablement; prior VA experience is helpful but not required.DUTIES AND RESPONSIBILITIES
- Facilitate daily stand-ups, sprint planning, backlog refinement, sprint reviews, retrospectives, and related Agile working sessions.
- Work with Product Owners and stakeholders to elicit, analyze, document, and prioritize business and system needs.
- Translate planning, budgeting, execution, acquisition, reporting, workflow, and compliance needs into user stories, acceptance criteria, and sprint-ready backlog items.
- Maintain backlog quality, dependencies, task-board status, burndown information, action items, and delivery risks.
- Prepare weekly backlog, velocity/burndown, and risk inputs that provide transparent visibility into sprint progress.
- Identify impediments and coordinate with technical, business, security, data, testing, and program stakeholders to support timely resolution.
- Maintain requirements traceability and help ensure stories remain aligned with approved processes, architecture, controls, and acceptance expectations.
- Plan and support sprint demonstrations, capture stakeholder feedback, and translate approved changes into backlog updates and release-planning inputs.
- Support functional testing and UAT by clarifying expected behavior, reviewing acceptance criteria, and coordinating business validation.
- Promote collaboration, predictable delivery, continuous improvement, and disciplined documentation across the team.
KNOWLEDGE AND SKILLS REQUIRED
- 5+ years of combined experience in business analysis, Agile delivery, Scrum facilitation, product analysis, or comparable software-delivery roles.
- Practical experience facilitating Scrum, Kanban, or hybrid Agile ceremonies for a cross-functional delivery team.
- Demonstrated ability to elicit and document requirements, user stories, use cases, acceptance criteria, and process information.
- Experience with backlog refinement, prioritization, dependency management, sprint metrics, UAT support, and requirements traceability.
- Ability to balance facilitation responsibilities with hands-on analysis and documentation.
- Strong communication, facilitation, conflict-resolution, analytical, and problem-solving skills.
- Experience with Jira, Confluence, Point, Teams, or comparable Agile and collaboration tools.
- Ability to work effectively with Government stakeholders, Product Owners, developers, architects, testers, trainers, and support teams.
KNOWLEDGE AND SKILLS DESIRED
- Experience in Federal, financial, acquisition, health, or another regulated environment; Department of Veterans Affairs experience is a plus, not a requirement.
- Familiarity with PPBE, enterprise workflow, case management, reporting, or low-code SaaS delivery.
- Exposure to Pega or another low-code/workflow platform.
- CSM, PSM, SAFe Scrum Master, PMI-ACP, CBAP, PMI-PBA, or comparable certification is preferred, but not required.
EDUCATION
- Bachelor's degree in Business Administration, Information Systems, Project Management, Computer Science, or a related discipline, or an equivalent combination of education and experience.
CLEARANCE
- Must be able to obtain and maintain a Public Trust clearance.
WORK LOCATION
