(CTE) is seeking an experienced Legacy NBS / PageBuilder / Rules Engine Engineer to support sustainment and modernization of complex legacy NBS application components, configurable workflows, and rules-driven functionality. This role requires strong Java enterprise experience and the ability to analyze mature codebases, resolve production issues, preserve critical behavior, and incrementally modernize legacy functionality. Key Responsibilities Analyze, maintain, troubleshoot, and enhance legacy Java enterprise application components and configurable workflow functionality. Investigate defects and production support escalations involving application logic, configuration, data access, and rules processing. Support modernization and refactoring of legacy components while preserving required business behavior. Work with Product Managers, analysts, public health SMEs, architects, and QA teams to understand complex existing functionality. Develop and maintain Java, JSP, JavaScript, SQL, and related application code as needed. Support PageBuilder-style configuration, rules engines, and other metadata-driven application capabilities. Document legacy behavior, technical dependencies, and modernization considerations. Develop automated tests and regression coverage for high-risk legacy functionality. Participate in code reviews, release planning, and production issue resolution. Transfer specialized legacy knowledge to the broader engineering team. Required Qualifications 6+ years of experience with Java EE legacy applications and modernization of mature enterprise systems. Strong experience with Java 8 or comparable Java versions, WildFly/JBoss, Struts, JSP, JavaScript, and SQL. Experience analyzing large existing codebases and complex business rules. Experience with rules engines, configurable workflow systems, or metadata-driven applications. Strong troubleshooting skills across application, database, and configuration layers. Experience maintaining production systems while supporting modernization initiatives. Ability to document complex legacy behavior and communicate it to modern engineering teams. Strong collaboration and problem-solving skills.
Education Required:
Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field.
Preferred:
Advanced Java or software modernization training. Target Certifications Oracle Certified Professional, Java, or comparable Java certification Equivalent or advanced certifications may be considered where appropriate based on the candidate's experience and the needs of the position. Preferred Experience Hands-on NBS experience, especially configuration, PageBuilder, or rules-driven functionality. Experience with Microsoft SQL Server and stored procedures. Experience modernizing Struts/JSP applications to modern frameworks. Experience with Docker, Maven, JUnit, Cypress, or CI/CD tooling. Work Authorization and Federal Suitability Must be legally authorized to work in the United States. Must be able to successfully complete the applicable Government background investigation. Must be eligible to obtain and maintain required Federal credentials and information-system access.
