Job Description

Overview U.S. General Services Administration Program Support REI Systems is seeking a highly experienced Chief Solution Architect to provide technical leadership and architectural governance for a large-scale federal application modernization and operations program supporting the upcoming GSA AOS opportunity. The Chief Solution Architect will serve as the principal technical authority across the program, leading enterprise architecture strategy, cloud modernization initiatives, AI-enabled engineering approaches, and long-term technology transformation planning. This individual will guide modernization efforts from legacy on-premise environments to scalable AWS cloud-native architectures while ensuring alignment with federal security, performance, scalability, and operational requirements. The ideal candidate combines deep hands-on architecture expertise with strategic leadership experience across enterprise modernization, cloud engineering, DevSecOps, API-driven platforms, and emerging AI-enabled software delivery capabilities. Responsibilities Serve as the lead technical authority and enterprise architect across all program teams and delivery initiatives. Define and maintain enterprise architecture standards, technical governance processes, and modernization strategies. Lead architectural transformation efforts from legacy systems to AWS cloud-native environments. Provide oversight and guidance for solution architecture, application architecture, integration architecture, and platform engineering activities. Review, approve, and govern major technical and architectural decisions across the program. Collaborate closely with Government technical leadership and program stakeholders to align technical solutions with mission objectives. Establish modernization and migration roadmaps for large-scale enterprise applications and platforms. Lead implementation of scalable, resilient, secure, and cost-effective cloud architectures.
Guide engineering teams on:
Microservices architectures API-first development Event-driven architectures Service-oriented design patterns Cloud-native engineering practices Promote and drive SecDevOps and CI/CD best practices, including AI-assisted software development approaches. Provide technical oversight for AI/ML-enabled solutions including RAG, LLM, and agentic AI implementations supporting software engineering acceleration and operational modernization. Ensure compliance with federal security standards and enterprise architecture requirements including FedRAMP, FISMA, and NIST guidance. Lead technical risk identification, mitigation, and architecture governance activities. Translate complex technical concepts into executive-level communications and decision-ready recommendations. Qualifications Required Qualifications Bachelor's degree in Computer Science, Information Systems, Engineering, or related technical discipline. AWS Certified Solutions Architect - Professional certification. Minimum of eight (8) years of experience in one or more architecture domains, including: Solution Architecture Application Architecture Enterprise Architecture Cloud Architecture Demonstrated experience leading architecture strategy and governance for large-scale enterprise IT modernization programs. Experience designing and implementing cloud-based solutions, preferably within AWS environments. Strong understanding of enterprise integration, APIs, microservices, and distributed systems architecture. Experience collaborating across technical leadership, engineering teams, and architecture governance stakeholders. Strong communication skills with the ability to present technical strategies and complex concepts to executive and non-technical audiences. Preferred Qualifications Advanced hands-on experience with modern programming languages and frameworks including: Java JavaScript / Angular Python Go Rust PHP Experience architecting large-scale cloud-native applications and platforms within AWS.
Expertise in:
Service-Oriented Architecture (SOA) Web Services API Management Microservices architectures Event-driven systems Messaging and service bus patterns Experience defining and scaling SecDevOps best practices across enterprise engineering organizations. Experience leveraging AI-assisted development tools and agentic AI capabilities to improve software delivery velocity and engineering effectiveness.
Experience with:
Retrieval-Augmented Generation (RAG) Large Language Models (LLMs) AI-enabled automation and orchestration Experience establishing modernization roadmaps for legacy application migration and transformation initiatives. Familiarity with federal enterprise architecture standards and federal cybersecurity compliance requirements.
