May work for a company software configuration management team and assist with all aspects of software configuration management, including software product and application reviews and analysis of system requirements. Overview Catalyst Solutions is seeking an experienced Program Analyst (Risk & Configuration Management) to lead risk, issue, and opportunity (RIO) management and configuration management (CM) support across the Program Manager, Advanced Amphibious Assault (PM AAA) portfolio at Program Acquisition Executive Marine Corps (PAE MC), spanning both the Assault Amphibious Vehicle (AAV) and Amphibious Combat Vehicle (ACV) Family of Vehicles. This role requires a motivated professional comfortable operating in a fast-paced, multi-program acquisition environment, collaborating with a team of multi-disciplinary engineers, logisticians, and program managers to identify, analyze, and mitigate program risk in accordance with DoD risk management guidance. Security Clearance Requirement Must be able to obtain and maintain a Secret security clearance. Education Requirements Bachelor's degree (BA/BS) in a relevant field; equivalent, progressively responsible experience may be substituted in lieu of the degree requirement. Experience Requirements Experience requirements may be fulfilled simultaneously. Seven (7) to ten (10) years of experience in risk management, program management, or defense acquisition support, including demonstrated experience serving as or directly supporting a program risk manager function. Demonstrated experience applying DoD risk, issue, and opportunity (RIO) management principles — risk identification, analysis, mitigation, and monitoring — across the Defense Acquisition Framework. Specific Performance Requirements Serve as the program's designated Risk, Issue, and Opportunity (RIO) manager in accordance with the DoD RIO Management Guide, executing risk identification, analysis, mitigation, and monitoring across all PM AAA variants (AAV and ACV Family of Vehicles). Conduct risk identification, develop risk mitigation strategies, and report and track risks within the Risk Management Plan; prepare agendas and presentation materials; participate in bi-weekly Risk Working Groups (RWGs), monthly Risk Review Boards (RRBs), and quarterly Risk Management Boards (RMBs); address resulting action items to closure. Develop and maintain the PM AAA risk register (and combined risk/issue/opportunity register, where applicable), capturing risk category (technical, programmatic, or business), risk statement, likelihood and consequence ratings, mitigation strategy, risk owner, WBS/IMS linkage, and target closure dates. Facilitate development of clear, structured risk statements (e.g., "if-then" format) and support root-cause analysis to inform selection of risk mitigation strategies (accept, avoid, transfer, or control). Support issue management activities, including development of corrective action plans/Plans of Action and Milestones (POA&Ms), tracking issues to retirement, and escalating realized risks as appropriate. Support opportunity identification and management, including maintenance of an opportunity register and cost, schedule, and performance benefit analyses for candidate opportunities. Provide analytical support for Configuration Management (CM) operations, including maintaining and updating CM Plans, analyzing CM processes, and developing metrics to monitor key phases of the CM process. Organize, coordinate, and manage the PM AAA internal Configuration Control Board (CCB) and Configuration Review Board (CRB) processes; evaluate program artifacts; maintain and update a repository of Engineering Change Proposals (ECPs) and Deviations based on CCB results; support Functional and Physical Configuration Audits. Support engineering and technical assessments of AAV/ACV Technical Reviews — including review readiness, comments and adjudications, and close-out tracking of action items — and prepare and deliver the Configuration and Risk Management Analysis Status. Qualifications & Certifications Active Secret security clearance or eligibility to obtain and maintain one (required). Common Access Card (CAC) eligibility; ability to comply with MCSC and MCB Quantico access control requirements (required). Working knowledge of the DoD Risk, Issue, and Opportunity (RIO) Management Guide and its risk, issue, and opportunity management processes (required). Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification or equivalent DoD acquisition training (preferred). Project Management Professional (PMP) or PMI Risk Management Professional (PMI-RMP) certification (preferred). Professional Requirements, Skills & Tools Technically proficient in DoD risk, issue, and opportunity management and configuration management processes; professional in conduct, written communication, and oral presentation; represents Catalyst Solutions with integrity in all client interactions. Strong analytical and critical thinking skills; ability to synthesize large volumes of programmatic and technical information rapidly and manage multiple concurrent risk, issue, and configuration management efforts under shifting priorities. Works effectively independently and within multi-disciplinary teams; strong interpersonal and relationship-building skills across acquisition, engineering, and logistics functions; comfortable facilitating boards and working groups. Proficient in MS Office Suite (Word, PowerPoint, Excel, SharePoint, Outlook); familiarity with risk management tools (e.g., Active Risk Manager or equivalent), CM PRO, and configuration/document management systems; ability to rapidly learn new Government databases and web-based tools.
