3 Months Contract About the Role We are seeking an experienced consultant to review, assess, and modernize a complex Excel-based calculation tool. The selected individual will analyze existing business processes and calculation methodologies, evaluate suitable technology platforms, and recommend and implement an optimal solution while preserving existing functionality and business logic. This role requires strong expertise in business analysis, Excel-based solution design, stakeholder engagement, platform evaluation, documentation, testing, and knowledge transfer. Responsibilities Discovery & Analysis Review and understand the current Excel-based calculator/workbook. Analyze business rules, calculation methodologies, inputs, outputs, and workflows. Conduct knowledge transfer sessions with business and program staff. Develop a comprehensive understanding of calculator objectives and applicable regulatory requirements. Platform Assessment & Recommendation Evaluate Microsoft Excel and alternative technology platforms against project requirements.

Develop a comparison matrix assessing:

User friendliness Accuracy Accessibility Adaptability Maintainability Security Cost-effectiveness Error prevention capabilities Recommend the most appropriate solution and provide supporting justification. Solution Design & Conversion Adapt and convert the current calculator into the selected platform. Preserve all existing formulas and accounting/calculation methodologies. Ensure calculations produce accurate and consistent outputs. Enhance user experience and reduce manual data entry where possible. Implement controls to prevent unauthorized modification of formulas, calculations, and business logic. Testing & Validation Conduct beta testing using provided sample project data. Validate calculations across multiple scenarios. Document testing outcomes and recommendations. Refine the solution based on stakeholder feedback. Documentation & Training Create a concise, standalone user guide (approximately one page). Develop technical documentation to enable internal staff to maintain and update the solution. Present findings, recommendations, and final deliverables to project stakeholders. Required Deliverables The selected consultant will be responsible for delivering: Three project status meetings (1-2 hours each) Written and verbal summary of calculator functionality and business objectives Evaluation and comparison of potential application platforms Recommendation of the preferred platform with supporting rationale Beta testing results and validation documentation Final updated solution User guidance documentation Knowledge transfer to internal staff Minimum Qualifications Required Expert-level Microsoft Excel skills Experience analyzing, supporting, and modernizing complex Excel-based tools Strong business analysis and requirements gathering experience Experience translating business processes into technology solutions Ability to evaluate and compare multiple software platforms Experience documenting workflows, business rules, and technical requirements Excellent stakeholder communication, facilitation, and presentation skills Preferred Experience working as a Lead Application Systems Analyst or similar role Experience converting Excel-based solutions into: Web applications Power Apps Low-code/no-code platforms Commercial off-the-shelf (COTS) applications User experience (UX) and process improvement expertise Testing and quality assurance experience Government or public-sector project experience Nice to Have Experience supporting environmental, permitting, regulatory, or natural resource management programs Familiarity with Microsoft Power Platform or similar technologies Experience designing solutions that are accessible across desktop, tablet, and mobile devices Medical, dental, and vision insurance are available to qualified candidates who meet eligibility requirements.
