Day Shift Help for . : The position of the Permit Technician is a paraprofessional position. The Permit Technician's purpose is to process permit applications and related documents; provide information, customer assistance, and explain city codes and policies to all applicants. A Permit Technician often works closely with the public on a regular basis to provide customer service on permitting inquiries. The position requires a high degree of attention to detail and the ability to effectively manage priorities and meet deadlines.
Essential Functions:
Essential and other important responsibilities and duties may include, but are not limited to, the following: Reviews and processes documentation pertaining to permit applications and other related documents; answers questions as the first point of contact for customers within their scope of authority.
Reviews contractor registration applications to ensure completeness and issues registration licenses accordingly.
Reviews and processes building permit applications; acting as the first reviewee for completeness, and forwards to appropriate staff for review.
Collects fees and issues receipts pertaining to the Development Services Department.
Maintains permit logs, inspection logs, files, and any other records that pertain to development services as advised.
Assists the City planner by providing administrative support in services as needed; research issues as directed and provide data on permit and plan issues and any other related subjects.
Review and respond to requests for information and provide technical information to city staff as authorized.
Review and ensure all necessary inspections occur as needed, update the appropriate logs, and schedule all appropriate inspections with the Building Official.
Perform administrative tasks assigned by the Building Official, Code Officer, or City Planner, assisting with inspections in the field and clerical work in the office.
Investigates violations of ordinances which include site visits, serving as the first point of contact to customers within their scope of authority.
Performs other duties as required or assigned.
Knowledge and Abilities:
Knowledge of:
Understanding of city organizations, operations, policies, and procedures.
Understand principles of record keeping and record management.
Knowledge of effective writing techniques.
Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, and GIS.
Knowledge of proficient cash handling procedures.
Knowledge of basic to intermediate level math.
Ability to:
Exhibits strong organizational skills and effective time management.
Ability to learn, understand, and apply municipal building codes and ordinances to situations and understand how to access them.
Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations while effectively applying regulations to field conditions.
Ability to work on several projects or issues simultaneously.
Ability to work independently or in a team environment as needed.
Ability to utilize their problem solving skills by gathering relevant information to solve vaguely defined practical problems.
Ability to clearly communicate and explain rules and procedures to the public, both orally and verbally and in writing.

License and certification requirements:
A valid Texas State Driver's License is required.
Preference given to candidates with International Code Council (ICC) Permit Technician certification.
Preference give to candidates with an active Code Enforcement Officer license.
Physical Demands:
Standing:
For majority of job tasks, standing on tile. Different types of pavement and unimproved surface can vary depending on site inspections.
Sitting:
Sitting on chair with adjustable height to enter computer data and take any necessary phone calls; alternating with walking and standing.
Lifting/carrying:
Maps, building permit applications, permits, and other applicable forms no greater than 20 pounds.
Pushing/Pulling:
Boxes for filing purposes on a cart no greater than 20 pounds.
Handling:
Most aspects of the work require frequent handling of paper, maps, tablets, and laptops.
Reaching:
Reaching overhead to put away or retrieve maps, boxes no greater than five (5) pounds, and other filed documentation not to exceed five (5) pounds.
Vision:
Required for all paperwork, office equipment usage, counting money, reading rules, regulations, and instructions; etc.
Walking:
On carpet and tile within City Hall. When on site during inspections, the applicant can expect to walk on improved surfaces such as concrete, asphalt, and chip seal, or unimproved surfaces such as gravel, grass, dirt, and more.
Fine Dexterity:
to answer and transfer calls, operate a 10 key calculator, operate a typewriter, operate a computer and standard office machines, and count change.
Hearing/Talking:
To communicate with the general public and co-workers; answer telephone.
Bending/Twisting:
To retrieve forms and supplies from below the desk and from shelves in the standing and sitting position.
Balancing:
Office environment has areas that transition from carpet to tile that have less than an .5-inch lip. Out of office inspections may have terrain that varies and is not flat.
Kneeling/crouching:
Occasional to retrieve any necessary paperwork from the ground or lower shelf. Site inspections may require kneeling to notice potential violations.
Environmental factor: Working inside a building with heating and air conditioning. Outside environmental factors such as weather, terrain, and temperature may vary depending on the time of year.

Computer, tablet, telephone, keyboard, printer, tablet, scanner, and copier.

Qualifications Required:
Education - High School diploma or GED
Experience - One (1) year of experience in technical support functions, preferably in a governmental environment.
