Job Description
Utility & Streets Laborer Job Summary The Town of Alpine is seeking a Utility & Streets Laborer to perform entry-level and semi-skilled work in the operation, maintenance, inspection, and repair of Town utility and public works infrastructure. This position will be split between water, sewer, and streets operations. Primary utility duties will include assisting with sewer lift stations, sewer pump stations, water pump stations, wells, and related utility facilities. Streets duties will include assisting with road maintenance, snow removal, sanding operations, and other seasonal public works needs. The position is intended to be cross-trained in water, wastewater, streets, parks, facilities, and general public works operations. While water and wastewater licenses are preferred, the Town is willing to train the right candidate. Supervisory Responsibilities None. Duties and Responsibilities This list does not include all duties and responsibilities that may be assigned to this position. Assists with operation, inspection, maintenance, and repair of sewer lift stations, sewer pump stations, water pump stations, wells, and related utility infrastructure. Assists with routine checks, cleaning, maintenance, and basic troubleshooting of pumps, motors, valves, controls, meters, generators, and related equipment. Assists with water and sewer line maintenance, repairs, emergency digs, utility locates, and other utility-related work as assigned. Assists with snow removal, sanding operations, street maintenance, signage, drainage, and other streets-related duties. Operates or assists in operating Town vehicles, snow removal equipment, sanding equipment, light equipment, and hand and power tools. Performs grounds, parks, facilities, and general maintenance duties as assigned. Promotes safety compliance with OSHA standards and Town safety policies, practices, and procedures. Maintains records and reports related to inspections, maintenance, repairs, meter readings, system checks, and work performed. Provides courteous and professional service to the public, coworkers, supervisors, contractors, and other agencies. Responds to emergency call-outs involving water, sewer, streets, snow removal, and other public works needs. Performs other duties as assigned. Required Skills and Abilities Ability to learn water, wastewater, streets, and public works operations. Ability to safely operate vehicles, tools, equipment, and machinery used in utility and streets work. Ability to perform physical labor outdoors in all weather conditions. Ability to follow verbal and written instructions. Ability to read gauges, meters, basic plans, maps, manuals, and written procedures. Ability to keep accurate records of work performed. Ability to identify safety hazards and follow safety procedures. Ability to establish and maintain effective working relationships with other employees, supervisors, and the public. Ability to respond professionally during emergencies, winter storms, and utility issues. Basic mechanical, maintenance, construction, utility, equipment operation, or public works knowledge preferred. Education and Experience Required High school diploma or GED equivalent. Preferred Experience in utilities, water systems, sewer systems, public works, construction, maintenance, equipment operation, snow removal, or general labor. Water system experience preferred. Sewer lift station, pump station, or wastewater experience preferred. Snow removal, sanding, and equipment operation experience preferred. Licenses and Certifications Required Valid driver's license. Preferred Wyoming Level I Water license preferred. Wyoming Level I Wastewater license preferred. CDL preferred, or ability to obtain if required by the Town. Applicants who do not currently hold a Wyoming Level I Water license or Wyoming Level I Wastewater license may still be considered. The Town is willing to train the right candidate. The Town will pay a $1,000 certification bonus upon successful completion of each Level I license, for up to $2,000 total if both the Level I Water license and Level I Wastewater license are obtained after hire. Special Requirements Must be able to work outdoors in all weather conditions. Must be able to respond to emergency call-outs as needed. Must be willing to work on-call, weekends, holidays, and outside normal business hours when necessary. Must be willing to assist with snow removal and sanding operations during winter months. Must be willing to obtain required certifications within a timeframe established by the Town. Must comply with Town safety policies and procedures. Equipment and Tools Used Automobile, pickup truck, dump truck, snowplow, sander, front loader, skid steer, mini excavator, sewer jet truck, hand tools, power tools, pumps, valves, meters, generators, computers, radios, laboratory or testing equipment, snow blower, weed trimmer, chainsaw, and other equipment and tools used in water, sewer, streets, parks, and public works operations. Physical Requirements The physical demands described here are representative of those that must be met by employees to successfully perform essential job functions. The employee may be required to lift and/or carry up to 50 pounds and push and/or pull more than 75 pounds. Specific vision requirements include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The employee may work in low light, bright light, cold, heat, snow, rain, wind, and other outdoor conditions. Specific hearing requirements include participating in routine conversation, receiving audible signals, and communicating by two-way radio or phone.
