Purpose Statement:
The job of Highly Capable Coordinator is done for the purpose/s of coordinating district services for Highly Capable (HiCap) students, grades K-12, in the Washougal School District. This job reports to the principal at Cape Horn-Skye Elementary.
Essential Functions:
Promotes collaboration between school administration, staff, and parents for the purpose of maintaining effective, consistent, and regular communication between all stakeholders. Attends meetings as requested (e.g., in-service training, workshops, IEP's, etc.) for the purpose of receiving and/or conveying information. Confers with teachers for the purpose of evaluating students' progress and/or implementing student objectives. Establishes and oversees the scheduling of the nomination process and identification procedures. Monitors the HiCap assessment process. Responds to inquiries for the purpose of solving problems, providing information, and/or referral Works to ensure that the appropriate menu of services is identified and implemented for K-12 students. Confers, trains and assists school staff regarding HiCap eligibility procedures and compliance requirements. Supports the sharing of appropriate reports to the school board, administrators, staff, parents, and community. Monitors policies and procedures. Assists staff developing specialized learning activities for students. Supports the development and submission of the annual HiCap District Plan. Attends local and state trainings, workshops, and conferences related to HiCap current practices and research. Provides learning opportunities for staff and parents regarding the needs of HiCap students. Maintains district alignment with Washington State legal requirements for HiCap programs. Researches best practices for HiCap program delivery and provides related professional development to staff. Accommodates a flexible schedule to meet with parents and provide professional development. Develops, implements, and evaluates educational activities and programs for community members of all ages; assesses community needs; develops and monitors program budgets. Coordinates programs and services with other staff, agencies, and organizations. Promotes projects and programs to the community; developing and distributing program information; responding to questions regarding programs and the District. Maintains a variety of fiscal information, files, and records for the purpose of providing an up-to-date reference and audit trail for compliance. Pursues grant opportunities and other community resources Responsible for processing and requisition of purchase orders and communicating with vendors. Responsible for supporting building secretaries and families with the student enrollment process. Other Functions Assists other personnel as needed for the purpose of ensuring an efficient and effective work environment.

Minimum Qualifications Skills, Knowledge, and Abilities SKILLS are required to perform single, technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skills required to satisfactorily perform the functions of the job include: operating standard office equipment; office applications including Microsoft Excel, PowerPoint and Word; Google Drive, Docs and Sheets; preparing and maintaining accurate records; and public speaking including preparing and presenting information for a variety of audiences.
KNOWLEDGE
is required to perform algebra and/or geometry; read technical information, interpreting formal and informal student assessments, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge required to satisfactorily perform the functions of the job includes: expanding base of knowledge of highly capable/gifted children, above-average communication skills, technical skills, and the use of the student Qmlativ system, familiarity with differentiated instruction strategies, knowledge of post-high school options, college applications process, and being a creative thinker. ABILITY is required to schedule activities; gather and/or collate data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with similar types of data; and utilize job-related equipment. Significant interpersonal skills are required to with other staff and students, problem-solving is required to identify issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is moderate. Specific abilities required to satisfactorily perform the functions of the job include: communicating with diverse groups; maintaining confidentiality; working with frequent interruptions; and exhibiting patience and compassion.
Responsibility Responsibilities include:
working under direct supervision using standardized routines; directing other persons within a small work unit; and operating within a defined budget. Utilization of some resources from other work units may be required to perform the job's functions. There is a continual opportunity to have some impact on the Organization's services. Working Environment The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally, the job requires 50% sitting, 20% walking, and 30% standing. The job is performed under some hazardous conditions.
Experience:
Job-related experience with Highly Capable program preferred.
Education:
Bachelors degree in a job-related area.
