Job Description
Summary This position is to ensure a reliable and safe water supply is available to all customers of the Midland water system. The incumbent accomplishes this through the installation maintenance and repair of all associated water distribution system components. One of the most critical responsibilities of this position is to be available and respond to water distribution system emergencies such as water main breaks 24 hours a day 7 days a week. This position is at the top of the water distribution progression under the rank of Supervisor and requires significant and direct experience. The incumbent in this position may frequently be assigned as task coordinator to lead a crew in the installation maintenance and repair of water distribution components.
Job Responsibilities The following is intended as a brief description/illustration of the duties; responsibilities; and requirements of this position and are not intended to be all encompassing or all-inclusive. 1.Receives daily assignments from supervision; prepares and plans for the tasks to be performed; and communicates plans with fellow team members.2.Performs all work related to repairing water main breaks; water services; valves; broken fire hydrants; water boxes and all other related system components. This includes being available to respond to emergency calls 24/7 and working in all weather conditions.3.Installs new water mains; water services; valves; fire hydrants and other related system components; including proper sanitizing procedures before new apparatuses are put into service.4.Performs unidirectional flushing; chlorinating; sampling and pressure testing to protect the safety and integrity of the water supply.5.Conducts proper cleaning and sanitizing techniques used in cleaning of elevated water towers and underground storage tanks.6.Locates underground water services as assigned for Miss Dig or when preparing a job site for excavation.7.Performs hand digging to accurately locate non-water underground utilities before excavation by equipment occurs.8.Proficiently operates a wide variety of equipment including; but not limited to - back hoe; loader; dump truck; excavator; directional bore machine; tapping machine; vactor; welder; acetylene torch; cut-off saw; computers; tablets and other new technologies for water related work. Is responsible for teaching and mentoring assigned employees in the operation of all such equipment.9.Performs accurate record keeping of all water system related work including new additions and deletions of system components.10.Promptly notifies the public of water service interruptions related to work being performed.11.Observes and ensures all work being performed by contractors on the water distribution system follows proper standards to protect the integrity and safety of the water supply.12.Acts as a mentor and assists supervisors to properly train new team members.13.Establishes and maintains a safe work zone for all involved employees and contractors. Ensures safety of public around work zones. Focuses on safety when executing all duties of the job.

Examples include:
properly using PPE; employing safety techniques for work zone safety; creating safe confined space entry; first aid certification; and ability to calibrate and use air monitoring devices.14.Able to perform heavy manual labor for extended periods of time.15.Serves as on-call contact during nights and weekends when assigned; including potentially being appointed as an acting supervisor for water distribution crews called in for after-hours emergency repairs.16.Stays abreast of new and emerging trends and changing technologies in the field of water treatment and reads pertinent industry publications. Attends training; meetings; and conferences as required.17.Supports the core values; mission and goals of the department and the City of Midland.18.Performs all other duties as assigned. Qualifications 1.High school degree required and State of Michigan S-3 certification or higher. 2.Minimum three years direct work experience maintaining a water distribution system of similar scope and size as the City of Midland system.3.Ability to pass the City of Midland Water Service Mechanic and Heavy Equipment Operator tests.4.Demonstrated strong leadership skills and ability to lead and mentor employees assigned to the work team.5.Ability to communicate effectively and compassionately with the public about concerns or complaints.6.Possess highly effective and creative problem-solving skills in a technically complex environment.7.Demonstrated proficiency and aptitude with technology and software related to efficiently perform the job.8.Ability to carry out assignments both independently and as part of a work group.9.Ability to organize work and balance conflicting deadlines with unforeseen events.10.Ability to work well under pressure; including in emergency situations.11.Able to perform hand shoveling; bending; twisting and lifting for extended periods of time. Ability to work in all weather conditions. Ability to climb elevated water towers to heights of 130 feet. Other Requirements of theJob:
Must maintain a valid CDL Class A license with air brakes; a tank (N) endorsement; and maintain a good driving record. Required to secure and maintain certifications as required by department. Must be able to successfully pass City safety and equipment operation training programs as required. Must be able to work overtime as required to complete services for the residents of Midland.
