JOB SUMMARY
Interprets and applies state and local laws pertaining to Real property appraisal and assessment. Oversee the function of the front office and supervise the Administrative Assistant.
ESSENTIAL JOB FUNCTIONS
  • Performs valuation of marine and airplane personal property accounts for tax assessment purposes
  • Maintains uniformity between taxpayers by comparing like items, researching appropriate pricing guides, applying depreciation and inflation factors, and establishing fair market values on personal property.
  • Process documentation pertaining to personal property appraisal or assessment; sets up new accounts by assigning account numbers, creating new files, and entering data into computer; organizes tax returns for processing; retrieves account records to compare current year with prior years; retrieves account records to compare current year with prior year; identifies changes from previous year; investigates inconsistencies in reporting.
  • Performs desk audits and/or field visits to review marina listings or verify accuracy of information; analyzes/examines various reports and other records to verify taxable property with tax return and to determine conformance with established guidelines; update records.
  • Conducts discovery of taxpayers not filing personal property returns or not reporting assets.
  • Calculates fair market values and assessment values of personal property; determines estimated values on un-returned accounts.
  • Determines taxability or removal from digest based on all information gathered; adds/deletes marine and airplane personal property to/from tax rolls.
  • Research activities of delinquent accounts.
  • Provides information and assistance to taxpayers, property owners, local businesses, or other individuals regarding assessments, appeals, deadline, penalties, and other information.
  • Responds to questions, complaints, and correspondence from the public.
  • Defends appraised values during Board of Equalization hearings as needed; maintains appropriate documentation and information to defend assessments.
  • Responsible for the day-to-day operation of the front office, as well as supervise the Administrative Assistant, and responsible for the acquisition and distribution of office supplies.
  • Attend various meetings as needed.
  • Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
High school diploma or equivalent, two (2) years of experience in or related field; or an equivalent combination of education and experience.
Special Qualifications:
Valid Georgia Driver's License and a satisfactory Motor Vehicle Record (MVR) as required by department.
Knowledge, Skills and Abilities:
Knowledge of and awareness of applicable laws and regulations. Knowledge of modern office practices, methods, organization and equipment. Skill in public relations Skill in operating computer, including the operation of various software programs. Skill in interpersonal relations. Skill in oral and written communication. Ability to multi task and prioritize. Ability to attend workshops and training sessions as appropriate.
PHYSICAL DEMANDS
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas by means of the spoken word and have close visual acuity. Additionally, the following physical abilities may be required:
    Lifting:
    Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
      Reaching:
      Extending hand(s) and arm(s) in any direction.
        Stooping:
        Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
          Repetitive Motion:
          Substantial movements (motions) of the wrist, hands, and/or fingers.
