GENERAL DESCRIPTION
Performs skilled construction and maintenance work in the Utility Division involving the installation, care, and repair of facilities and equipment associated with water and wastewater supply, treatment, storage, collection, and distribution systems. Work includes tasks related to new construction projects for the public water system, such as installing pipelines, pump stations, and related infrastructure. Responsibilities include operating and maintaining heavy equipment used for excavation, trenching, and boring, including backhoes, excavators, and machine boring equipment. The employee assists in planning and scheduling work, developing work procedures and performance standards consistent with established policies, and ensuring compliance with the Authority's General Specification Manual and safety procedures. Works under the supervision of the Construction. Assigned Duties Operates all assigned equipment, including backhoes, excavators, trenchers, and boring machinery, for the construction and maintenance of water and wastewater systems. Performs excavation, trenching, and machine boring for the installation and repair of distribution lines, transmission lines, service connections, and other facilities. Interprets and follows all instructions and specifications regarding the repair or installation of pipelines, pump stations, and associated facilities. Prepares and completes maintenance and construction tickets for all work performed, submitting reports as required. Assists in scheduling and performing preventative maintenance on all assigned equipment in accordance with manufacturer specifications. Maintains accurate records of time, stock inventory, assigned tools, and other Authority-owned property. Observes all traffic laws and safety regulations during equipment operation. Performs various other duties as may be assigned, either temporarily or permanently. Knowledge, Skills, and Abilities Skilled in the operation of heavy equipment, including backhoes, excavators, trenchers, and boring machinery. Knowledge of excavation and machine boring methods, soil conditions, and safe work practices around underground utilities. Ability to use hand tools and operate utility equipment safely. Ability to read and follow written instructions, operating procedures, and safety guidelines. Ability to accurately complete logs, reports, and required documentation. Ability to communicate effectively with supervisors, coworkers, contractors, and the public. Ability to plan and organize assigned tasks and manage time effectively. Ability to work under all weather conditions with exposure to chemicals and operational hazards. Ability to perform physical labor, including lifting up to approximately 60 pounds and working on uneven terrain. Experience and Education High school diploma or GED required. Prior experience in water distribution, wastewater collection, utility maintenance, or related field preferred but not required. Valid Texas Driver's License required. Must be able to obtain a Commercial Driver's License (CDL) within a specified timeframe after hire. Must obtain and maintain a TCEQ-issued Water and Customer Service Inspection License within required timeframes. Physical Requirements Ability to stand, walk, climb ladders, bend, kneel, and work on uneven or rough terrain. Ability to lift, carry, and maneuver tools and materials weighing up to approximately 60 pounds. Ability to wear required personal protective equipment and safely perform assigned duties. Working Conditions Work is performed indoors and outdoors in varying weather conditions. Exposure to noise, traffic, chemicals, confined spaces, and other hazards typical of utility operations. Position may be designated as essential personnel during emergencies or severe weather events.
