OSP Project Manager -Data Center Fiber Infrastructure Position Summary:
OSP Project Manager - Data Center Fiber Infrastructure We are seeking an experienced Outside Plant (OSP) Project Manager to lead the design, construction, and installation of fiber infrastructure for a 130-acre, billion-dollar data center campus in Cartersville, GA. This role will be responsible for managing all OSP fiber activities from planning through turnover, including underground pathways, duct banks, vaults/handholes, and fiber installation, splicing, and testing. The OSP Project Manager will serve as the primary point of contact between the owner, general contractor, OSP/ISP contractors, utilities, and other key stakeholders assuring the project is delivered safely, on time, within budget, and to the highest quality standards.What We Offer:

OSP Project Manager - Data Center Fiber Infrastructure Project Planning & Coordination Lead the planning and execution of all OSP fiber infrastructure activities across a 130-acre data center campus. Review and interpret civil, utility, and fiber design drawings, site plans, and specifications. Coordinate closely with design engineers, the GC, MEP/low-voltage teams, and the owner's reps to align OSP scope with overall campus development and phasing. Develop and maintain project schedules, milestones, and critical paths specific to OSP work. Construction Management - OSP Fiber Oversee construction of underground pathways, including duct banks, conduit systems, manholes, handholes, and vaults. Manage installation of outside plant fiber optic cable, including pulling, jetting, and placement. Coordinate splicing, termination, labeling, and testing of fiber (e.g., OTDR, power meter/OLTS, end-to-end certification). Ensure adherence to industry standards (e.g., TIA, BICSI, NECA, local codes) and project specifications. Monitor daily field activities, conduct site walks, and resolve on-site issues in real time. Stakeholder & Vendor Management Serve as the primary OSP point of contact for the data center owner, GC, and trade partners. Manage relationships with OSP contractors, fiber installers, splicers, test vendors, and material suppliers. Lead regular progress meetings, subcontractor coordination meetings, and OAC (Owner-Architect-Contractor) sessions for OSP scope. Review and approve submittals, RFIs, shop drawings, and change orders related to OSP work. Budget, Cost Control & Risk Management Own the OSP project budget: develop cost estimates, track expenditures, and manage contingencies. Evaluate and negotiate change orders, vendor quotes, and claims. Identify schedule, cost, and technical risks early and implement mitigation plans. Provide regular status reports on progress, budget, and risks to internal leadership and the client. Quality, Documentation & Closeout Establish and enforce QA/QC processes for OSP construction, fiber installation, and testing. Verify that test results, as-built drawings, splice documentation, and labeling meet project and owner requirements. Ensure accurate and complete as-builts, redlines, GIS/records, and turnover documentation for long-term operations. Drive the handover process to the data center operations team and/or ISP teams, ensuring all documentation, test results, and warranties are in place. Safety & Compliance Promote and enforce a strong safety culture on a large active construction site. Ensure OSP activities comply with OSHA, local regulations, utility standards, and company safety policies. Participate in job hazard analyses (JHAs), toolbox talks, and safety audits related to OSP work.Required Qualifications:
OSP Project Manager - Data Center Fiber Infrastructure 5-10+ years of experience managing OSP fiber/telecom construction projects (large campus, industrial, or data center experience strongly preferred). Proven experience with underground utility and fiber installation, including duct banks, handholes, vaults, and backbone fiber. Strong ability to read and interpret civil, utility, and low-voltage drawings, details, and specifications. Demonstrated success delivering complex, multi-phase projects with multiple contractors and stakeholders.Solid understanding of:
OSP construction means and methods Fiber installation, splicing, and testing practices Relevant codes and standards (e.g., NEC/NESC, TIA/BICSI where applicable) Proficiency with project management tools and software (e.g., MS Project or Primavera, Excel, Word; familiarity with Procore, Bluebeam/Revu, AutoCAD, or GIS a plus). Excellent communication, negotiation, and conflict-resolution skills. Valid driver's license and ability to work onsite at a large active construction site.Education:
OSP Project Manager - Data Center Fiber Infrastructure Bachelor's degree in Construction Management, Electrical/Telecom Engineering, Civil Engineering, or related field; OR equivalent combination of education and hands-on OSP project management experience.Preferred Qualifications:
OSP Project Manager - Data Center Fiber Infrastructure Direct experience on data center, hyperscale, or large technology campus projects. Experience coordinating OSP with ISP/inside plant fiber and low-voltage systems.Professional certifications such as:
PMP (Project Management Professional)BICSI OSP
Designer/Technician orRCDD OSHA
30 or equivalent safety training Experience working with utilities, municipalities, and AHJs on permitting, inspections, and approvals. Familiarity with DCIM, network architecture, or data center operations is a plus.Core Competencies:

Ability to manage multiple concurrent work fronts on a large 130-acre site. Detail-oriented with a focus on quality, documentation, and repeatable standards. Collaborative and professional, able to interface effectively with executives, engineers, and field crews.Work Environment & Physical Requirements:
Position is primarily onsite at a large construction campus; mix of field and office/trailer environment. Regularly required to walk the site, traverse uneven terrain, climb in and around excavations, duct banks, and structures. Must be able to wear required PPE (hard hat, safety glasses, high-visibility vest, boots, etc.).
