March 2026 Position Summary The Municipal Project Superintendent is responsible for planning, coordinating, and supervising all field construction activities on municipal infrastructure projects. This position ensures projects are completed safely, on schedule, within budget, and according to contract specifications, quality standards, and regulatory requirements. Projects may include roads, bridges, water and wastewater systems, storm drainage, utilities, parks, and other public infrastructure improvements. Key Responsibilities Project Execution & Field Operations Manage daily construction activities and subcontractor performance on municipal projects. Coordinate manpower, equipment, materials, and subcontractors to meet project schedules. Interpret plans, specifications, shop drawings, and contract documents. Monitor project progress and implement corrective actions when necessary. Ensure compliance with municipal standards, engineering specifications, and contract requirements. Coordinate utility relocations, traffic control measures, and public access requirements. Safety Management Promote and enforce company and OSHA safety policies and procedures. Conduct daily safety meetings, job hazard analyses, and site inspections. Investigate incidents and implement corrective measures to prevent recurrence. Maintain a safe work environment for employees, subcontractors, and the public. Quality Control Ensure all work meets project specifications, engineering standards, and quality requirements. Coordinate inspections with municipalities, engineers, and regulatory agencies. Review testing results and address deficiencies promptly. Maintain accurate quality control documentation and project records. Schedule & Cost Management Assist Project Managers with project planning and scheduling. Monitor labor productivity and equipment utilization. Identify potential schedule delays and develop recovery plans. Support budget management through efficient resource allocation and cost control. Stakeholder Communication Serve as the primary field contact for owners, inspectors, engineers, and subcontractors. Participate in project meetings and provide progress updates. Coordinate with municipal representatives regarding project impacts and public concerns. Foster positive relationships with clients and project stakeholders. Documentation & Reporting Maintain daily reports, manpower logs, equipment records, and production tracking. Document weather conditions, site activities, safety observations, and project milestones. Assist in developing as-built documentation and project closeout materials. Track field changes, RFIs, and change order requests. Qualifications Education High school diploma or GED required. Associate's or Bachelor's degree in Construction Management, Civil Engineering, or related field preferred. Experience 5-10+ years of progressive construction experience, with significant municipal or heavy civil construction experience. Previous supervisory or superintendent experience preferred. Experience managing public works projects, utility installations, roadway construction, and site development. Knowledge & Skills Strong understanding of civil construction practices, methods, and equipment. Ability to read and interpret construction drawings and specifications. Knowledge of OSHA regulations and safety standards. Strong leadership, communication, and problem-solving skills. Proficiency with construction management software and Microsoft Office applications. Ability to manage multiple priorities in a fast-paced environment. Certifications (Preferred) OSHA 30-Hour Construction Certification First Aid/CPR Certification Traffic Control Supervisor Certification Certified Construction Superintendent (CCS) Valid Driver's License with acceptable driving record Physical Requirements Ability to work outdoors in varying weather conditions. Ability to walk uneven terrain and active construction sites. Occasional lifting of up to 50 pounds. Ability to stand, walk, climb, bend, and inspect work areas for extended periods.
