DEFINITION
Under general supervision (Engineering Inspector I) or direction (Engineering Inspector II), performs a variety of routine to complex duties involved in inspecting the work quality and materials used in a variety of public works construction and capital improvement projects of City infrastructure; ensures conformance with applicable federal and state laws, codes, ordinances, plans, specifications, and departmental regulations; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Engineering Inspector I:
This is the entry-level classification in the Engineering Inspector series. Initially under close supervision, incumbents learn and perform routine inspection records maintenance, basic public works construction and capital improvement project inspections, and field observations and inspections. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Engineering Inspector II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Engineering Inspector II:
This is the fully qualified journey-level classification in the Engineering Inspector series. Positions at this level are distinguished from the Engineering Inspector I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Engineering Inspector in that the latter performs the more complex work assigned to the series and provides technical and functional direction over lower-level staff. Positions in the Engineering Inspector class series are flexibly staffed; positions at the Engineering Inspector II level are normally filled by advancement from the Engineering Inspector I level; progression to the Engineering Technician II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Engineering Inspector II level. Duties and Responsibilities
SUPERVISION EXERCISED AND RECEIVED
Exercises no direct supervision over staff. Receives general supervision (Engineering Inspector I) or direction (Engineering Inspector II) from assigned supervisory or management personnel.
EXAMPLES OF TYPICAL JOB FUNCTIONS
The typical job functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity. Positions at the Engineering Inspector I level may perform some of these duties and responsibilities in a learning capacity. Reviews plans and specifications and inspects all phases of public works, infrastructure, and capital improvement construction projects; inspects encroachment permits within the public right of way and grading permits on private property. Inspects materials, methods, and procedures for conformance with plans, specifications, contract provisions, and safe work practices in accordance with City, County, and State codes; inspects materials for identification; performs routine field tests as needed. Records amounts of materials used and work performed; prepares and maintains daily inspection reports, progress payments, change orders, claims, and other written documentation. Interprets and coordinates contract provisions with contractors or their representatives; prepares and submits progress payments and change orders on assigned construction projects; verifies field conditions to begin change order process. Confers with representatives of utility companies, contractors, engineers, developers, and other public agencies regarding conformance to standards, plans, specifications, and codes; explains requirements and evaluates alternatives. Consults with engineering staff regarding problems and change alternatives. Conducts pre-construction meetings with contractors and developers. Investigates resident complaints; confers with property owners regarding project schedule, hazards, and inconvenience. EXPERIENCE AND EDUCATION GUIDELINES
Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education :
Equivalent to completion of the twelfth (12th) grade, supplemented by college level coursework in engineering, drafting, surveying, mathematics, or a related field.
Experience :
Engineering Inspector I :
Two (2) years of increasingly responsible experience in construction, building trades or public works inspection, public works maintenance, or related experience.
Engineering Inspector II :
Two (2) years of public works infrastructure inspection experience equivalent to Engineering Inspector I with the City of San Leandro. Additional Information
