GENERAL SUMMARY

Shoreline is looking for a confident and resourceful Plans Examiner II to join the Planning and Community Development Department. This position responds to inquiries from developers, contractors and the general public regarding building code compliance issues; reviews and approves building plans and applications for building permits; serves as project manager for building project review; conducts on-site inspections of buildings for code compliance; and performs a variety of plans examination tasks relative to its assigned area of responsibility. The successful candidate will be organized, enjoy learning and being part of a team that values continuous improvement, and is able to pivot to new permitting process change assignments. The Planning and Community Development Department leads long-range planning, and coordinates reviews, processes, and inspects building permits. DEFINITION
To respond to inquiries from developers, contractors and the general public regarding building code compliance issues; to review and approve building plans and applications for building permits; to serve as project manager for building project review; to conduct on-site inspections of buildings for code compliance; and to perform a variety of plans examination tasks relative to assigned area of responsibility.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative supervision from Building Official.
DISTINGUISHING CHARACTERISTICS
This is the full journey level class within the Plans Examiner series. Employees within this class are distinguished from the Plans Examiner I by the level of supervision received and by the performance of the full range of duties as assigned including reviewing and approving building plans and specifications, and conducting on-site building inspections. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Plans Examiner III in that the latter performs plans examination work supporting building projects of greater scope at a higher level of responsibility and has technical supervisory responsibility.
EXAMPLES OF DUTIES ESSENTIAL AND MARGINAL FUNCTION STATEMENTS
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions :
Review residential and commercial building plans and specifications for compliance with established international building, mechanical and State codes; approve plans as appropriate for permit issuance. Provide information to the public, contractors and developers regarding building code issues; interpret construction codes, ordinances and zoning regulations. Provide internal project management for assigned building construction projects, including notifying assigned reviewers of project, assembling comment letters, and serving as primary point of City contact for applicants. Coordinate with review staff, fire department, utilities, and outside agencies to complete assigned permit reviews. Assist in receiving and processing permits; confirm appropriate fees for each new project; provide information to customers. Maintain a system to track current status of projects; file approved plans and specifications; enter pertinent information into permitting software system. Provide assistance to other plans examination staff in the review of building plans and specifications and the interpretation of international building codes. Assist in receiving and processing construction projects for review. Act as project manager for construction projects, route projects to appropriate staff for review. Perform on-site inspections of commercial and residential buildings; verify field conditions of submitted permits for accuracy with submitted plans. Attend and participate in professional group meetings; stay abreast of new trends in the field of plans examination and building code compliance.

Participate in the review, modification and adoption of new building codes and ordinances. Perform related duties and responsibilities as required.
QUALIFICATIONS
Knowledge of :
Principles, practices, methods and techniques of reviewing building plans and specifications. Modern methods and procedures of building construction. Pertinent international building and zoning codes, ordinances and regulations. Principles of structural engineering. Principles and practices of project management. Methods and techniques of conducting on-site building inspections. Modern office procedures, methods and equipment including computers. Principles and procedures of record keeping. Ability to : Participate and work effectively in an organization committed to advancing principles and practices of equity and anti-racism. Analyze, interpret and accurately check building plans and specifications. Interpret, apply and enforce applicable building and zoning codes, ordinances and regulations. Maintain complete and accurate records of plan review and specification checks. Respond to requests and inquiries from the general public. Perform on-site building inspections. Review building permits. Establish and maintain effective working relationships with those contacted in the course of work. Communicate clearly and concisely, both verbally and in writing. Experience :
Three years of increasingly responsible residential and commercial building plan review experience.
Training :
Equivalent to a bachelor's degree from an accredited college or university with major course work in architectural civil engineering or a related field.
License or Certificate:
Possession of, or ability to obtain, an appropriate, valid ICC Certified Building Plans Examiner and Building Inspector certification. Possession of, or ability to obtain a Certified Erosion & Sediment Control Lead (CESCL) certificate. Possession of valid state-issued driver's license with an acceptable driving record.

Environmental Conditions :
Office environment with occasional field inspections; exposure to computer screens.
Remote Work Eligibility:
This position is eligible for remote work. The City's remote work policy, Employees Working Remotely, requires staff in positions eligible for remote work to work onsite a minimum of four days per two-week pay period (every two weeks). Full-time remote work is not an option. Once hired, employees must reside in the State of Washington .

Conditions of Employment:
