$57,522.29 - $64,712.59 (Depending on qualifications)
Full Salary Range:
$57,522.29 - $86,283.44 Job description statements are intended to describe the general nature and level of work being performed by employees assigned to this job title. They are not intended to be construed as an exhaustive list of all responsibilities, duties, and skills required. Under general supervision of the Building Official, the Plan Examiner reviews construction plans to ensure compliance with the City's adopted codes, regulations and ordinances; direct and advises the construction community and other department staff on building code requirements; may serve as backup to the Building Official. Review plan specifications and calculations of new construction, additions and alterations to residential and commercial buildings to determine compliance with building codes, regulations, and ordinances. Coordinate projects with the Building Official, Planning, Engineering and other departments. Address questions from citizens, builders, sub-contractors, engineers, architects, developers, and others regarding permit requirements, code requirements. Verifies permit valuations, permit plan review fees, engineering fees, and other permit fees. Assists in generating team reports and data collection. Assists with the implementation of new policies, code interpretations, codes, and code amendments. Assist field inspector as needed during all phases of construction. Maintains a variety of records, correspondence and reports related to plans examination activity. Interpret ordinances, building codes and regulations, advise on inquiries related to construction installations and material and prepare corrections to plans and designs. Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others. High School Diploma or GED and two (2) years previous related experience in construction field. Knowledge of commercial and residential building, electrical, plumbing, mechanical, fire and safety rules, regulations, codes and ordinances. Knowledge of building construction material specifications and tolerances. Knowledge of building code enforcement practices and procedures. Knowledge of customer service practices and techniques. Knowledge of computers and related equipment, hardware and software. Knowledge of City policies and procedures. Skill in effective oral and written communications. Skill in providing technical building related code, zoning code, code enforcement and building inspection assistance to builders, contractors, developers and homeowners. Skill in recognizing substandard, faulty or hazardous building conditions and materials. Skill in recommending alternative construction materials to meet building code compliance. Skill in interpreting and enforcing building codes and ordinances. Skill in resolving customer complaints and concerns.

Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt. Must possess a plans Residential Building or Commercial Building Examiner Certification or to must obtain within 6 months if otherwise highly qualified. Preference will be given to candidates who already possess one or more Plans Examiner Certifications. Must acquire two additional plans examiner ICC Certifications within 18 months of hire. Work is performed in office and construction site environments. May be subject to extended periods of standing, walking on rough terrain, bending, reaching, kneeling, climbing ladders, confined spaces, heights and lifting trade testing equipment and ladders and work in inclement weather. May be subject to various hazards ranging from fumes, scaffolding and electrical hazards while on construction sites. Must be able to lift up to 50 pounds.
