Job Requirements Portsmouth, VA Top Secret/SCI Polygraph Unspecified Career Level not specified $75,000 - $87,000 Job Description Epsilon Systems is seeking a full time Estimator II (SRS) located in Portsmouth, VA.
Summary:
Responsible for material and/or labor cost analysis and estimations for proposal efforts. Interacts with vendors and subcontractor personnel to collect data for proposals. Reviews manufacturing parts lists for accuracy and inputs data. May prepare final cost reports for domestic and international government proposals. Interfaces with government auditors in support of pre-award and post-award proposal price audits.
Duties and Responsibilities:
Reviews engineering plans, blueprints, and product specifications to determine material requirements in support of repair, fabrication, and/or modernization projects. Estimates the labor requirements by trade, based on technical drawings and work specifications in support of repair, shipyard services, and/or modernization projects. Considers all specified references including applicable NAVSEA Standard Items in the formulation of estimates. Responsible for material and/or labor cost analyses and estimations for proposal efforts. Performs a wide variety of complex planning activities required to attain awarded projects and to meet production objectives. Works with Trade Foreman and other personnel to formulate estimates. Estimates or determines material and Other Direct Costs (ODC) via vendors and subcontractors. Prepares cost statements and other necessary documentation for the submittal of the quote. Reviews material and labor requirements to decide whether it is more cost-effective to produce or purchase components. Factors in QA and Project Management requirements in the labor estimates. Provides estimates in the format required by the contracts manager. Builds bills of material (BOM). Receives and controls government drawings. Other duties as assigned
Requirements:
Three (3) years of estimating experience. High school diploma/equivalent. Must be able to access and navigate through US Navy and Military Sealift Command ships, to perform shipchecks to get a complete understanding of the scope of work. Must be familiar with NAVSEA Standard Items. Must have working knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models to extract material requirements. Must have a working knowledge of the trades used in the ship repair industry. The ability to obtain a SECRET level security clearance Pursuant to the various government contractual requirements, all applicants must be U.S.
Citizens Preferred Qualifications:
Bachelor's degree in business administration or similar field. Graduate of an accredited shipyard apprenticeship program Familiarity with US Navy ships/terminology
Pay Range:
The pay range for this role is $75,000 to $87,000 per year. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience
