SUBSAFE/SUBMARINE
Estimator III in Portsmouth, VA.
Summary:
Responsible for subcontractor and labor cost analysis and estimations for complex SUBSAFE proposal efforts. Interacts with vendors and company personnel to collect data for proposals. Prepares final cost reports for domestic and international SUBSAFE proposals. Interfaces with Program Managers and senior management during price bid reviews. Summarizes material prices for presentations to management. The Estimator III works independently and provides work leadership for lower level employees as needed.
Duties and Responsibilities:
Reviews engineering plans, blueprints, and product specifications to determine material requirements in support of repair, fabrication, and/or modernization projects. Considers all specified references including applicable NAVSEA Standard Items in the formulation of estimates. Responsible for labor cost analyses and estimations for proposal efforts. Performs a wide variety of complex planning activities required to attain awarded projects and to meet production objectives. Makes site visits to ensure the full scope of the project is understood before estimating subcontractor, labor and material requirements. Works with Trade Foreman and other personnel to formulate estimates. Estimates or determines material costs via vendors or other references. Assesses cost effectiveness of products, projects or services, tracking actual costs relative to bids as the project develops. Reviews material and labor requirements to decide whether it is more cost-effective to produce or purchase components. Estimates the labor requirements by trade based on engineering plans and product specifications to determine material requirements in support of repair, fabrication, and/or modernization projects. Factors in QA and Project Management requirements in the labor estimates. Provides estimates in the format required by the contracts manager. Proficient in developing estimate and project plan from Microsoft Excel. Builds bill of materials (BOM). Receives and controls government drawings. Estimates SUBSAFE valve overhauls including, determining mandatory and contingent replacement parts, and any machining or manufacturing needs.
Requirements:
High school diploma or equivalent. Six (6) years' job experience Repair/Modernization Must have experience in Submarine HM&E estimating Must be familiar with NAVSEA Standard Items. Must have working knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models to extract material requirements. SECRET level security clearance Pursuant to the various government contractual requirements, all applicants must be U.S.
Citizens Preferred Qualifications:
Prior SUBSAFE experience Experience with estimating fabrication of SUBSAFE components Graduate of a shipyard apprentice school Familiarity with US Navy submarines and ships requirements and terminology
