JOB SUMMARY

: Under the direction of the Highway Superintendent, supervise, direct and participate in the maintenance, repair and construction of all Town owned roads, highways and other facilities.

ESSENTIAL JOB FUNCTIONS

In accordance with priorities established by the Highway Superintendent, plan daily tasks for Highway crews consisting of Heavy Equipment Operators, Motor Equipment Operators and Laborers, and assign duties thereof. Oversee and participate in the repair, resurfacing and maintenance of roads and highways. Oversee and participate in the maintenance, repair and installation of drainage pipes and storm drains. Oversee and participate in the cutting of grass and trees, removal of brush, and pick-up of leaves and roadside debris. Oversee and participate in the maintenance and repair of Town owned facilities, buildings and grounds. In conjunction with the Highway Superintendent, responds to requests and/or complaints from Town residents with respect to the services provided by the Highway Department. Operates a variety of equipment in the performance of regular duties such as a bucket loader, bulldozer, backhoe, grader, paver, roller, street sweeper, bush hog and mower, culvert steamer, compressor and jackhammer, brush chipper, chainsaw, thrash pump and generator.

SUPERVISORY RESPONSIBILITIES

Direct supervision over all Heavy Equipment Operators, Motor Equipment Operators and Laborers employed by the Highway Department. Ability to plan and schedule work, assign work, instruct and train in methods and procedures, and check and approve work.

WORK IMPACT

The Working Supervisor has direct responsibility for the work performed by the various crews on a daily basis. It is the responsibility of this employee to evaluate a number of situations affecting the safety of the Town roads and highways and exercise good judgment in arriving at effective and efficient solutions.

PHYSICAL ACTIVITIES AND REQUIREMENTS

Ability to perform climbing, balancing, stooping, kneeling, crouching, crawling, reaching, sitting, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. Ability to exert up to 100 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

MENTAL AND VISUAL DEMAND

Moderate mental and visual application required for performing manual work, machine operations, setups, inspection, and adjustments which require frequent decisions to detect and adjust for variance from proper operation.

ENVIRONMENTAL CONDITIONS

The worker is subject to outside environmental conditions: No effective protection from weather. The worker is subject to both inside and outside environmental conditions: Activities occur inside and outside. The worker is subject to extreme cold: Temperatures below 32 degrees for periods of more than one hour. The worker is subject to extreme heat: Temperatures above 100 degrees for periods of more than one hour. The worker is subject to noise: There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level. The worker is subject to vibration: Exposure to oscillating movements of the extremities or whole body. The worker is subject to hazards: Includes a variety of physical conditions, such proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system or the skin: Fumes, odors, dusts, mists, gases or poor ventilation. The worker is subject to oils: There is air and/or skin exposure to oils and other cutting fluids.

MINIMUM JOB QUALIFICATIONS

(Adopted by Saratoga County Civil Service) A) One year of experience in general labor or construction work, or road, building, or grounds maintenance work; OR B) An equivalent combination of training and experience. Possession of a Class 3 New York State Commercial Driver's License
