Asset Manager Affordable Housing

Job Description

We are seeking an experienced, highly organized, and analytical Asset Manager to oversee the financial, operational, regulatory, and physical performance of our affordable housing portfolio. The Asset Manager will serve as an owner-level representative responsible for protecting and enhancing the long-term financial and physical health of the organization's properties while supporting our mission to provide quality affordable housing. This position will monitor property performance, budgets, operating results, regulatory requirements, capital needs, risk management, and property management activities. The Asset Manager will work closely with Property Management, Compliance, Accounting, Development, Executive Leadership, lenders, investors, public agencies, consultants, and other external partners. The successful candidate will have a strong understanding of affordable housing operations and financing, including Low-Income Housing Tax Credit (LIHTC) properties and other federal, state, and local affordable housing programs. Reports To Executive Director Principal Duties and ResponsibilitiesPortfolio and Property Performance Provide owner-level oversight of assigned affordable housing properties to ensure strong financial, operational, regulatory, and physical performance. Regularly review property operating performance, including occupancy, collections, delinquencies, vacancies, operating expenses, cash flow, accounts receivable, accounts payable, and other key performance indicators. Identify properties that are underperforming and work with Property Management, Accounting, Compliance, and Executive Leadership to develop and implement corrective action plans. Monitor property management performance and ensure established operational and financial objectives are being met. Conduct regular property visits and inspections to evaluate physical conditions, deferred maintenance, operational concerns, resident-impacting issues, and potential risks. Monitor significant property-level issues and ensure appropriate follow-up and resolution. Financial Management and Analysis Review monthly and quarterly property financial statements and identify material budget variances, unusual expenses, revenue concerns, and financial trends. Work with Accounting and Property Management to investigate financial variances and develop appropriate corrective actions. Coordinate and review annual property operating budgets and provide recommendations to Executive Leadership. Prepare financial projections, cash flow analyses, and other property-level financial analyses as needed. Monitor property cash balances, reserves, replacement reserve accounts, debt obligations, and other financial requirements. Evaluate property performance against approved budgets, prior-year results, lender requirements, and organizational goals. Assist with long-term financial planning for individual properties and the overall portfolio. Affordable Housing and Regulatory Oversight Maintain a working knowledge of applicable affordable housing programs, including LIHTC/TCAC, HCD, HUD, CalHFA, HOME, Section 8, local housing programs, and other applicable regulatory requirements . Partner with Compliance staff to monitor regulatory compliance and identify potential risks that could affect the financial or operational performance of a property. Monitor regulatory agreements, affordability restrictions, loan agreements, partnership agreements, and other property-specific requirements. Ensure required owner-level reports, certifications, inspections, audits, and regulatory submissions are completed accurately and within established deadlines. Monitor rent limits, income limits, utility allowances, affordability restrictions, and other regulatory changes that may affect property operations or financial performance. Work with Property Management and Compliance to address findings resulting from agency inspections, file audits, management reviews, or other regulatory monitoring. Capital Planning and Physical Asset Management Develop and maintain an understanding of the short- and long-term capital needs of each property. Coordinate with Property Management and Maintenance leadership to identify deferred maintenance, major repairs, building systems requiring replacement, and other capital needs. Assist in developing and maintaining capital improvement plans and replacement reserve strategies. Review significant capital expenditures and evaluate their financial impact and priority. Monitor major capital projects to ensure projects remain within approved scope, budget, and schedule. Assist with evaluating bids, proposals, contracts, and scopes of work for major property improvements when appropriate. Monitor the physical condition of properties to protect the organization's assets and support safe, quality housing for residents. Risk Management Identify financial, operational, regulatory, insurance, and physical risks affecting assigned properties and promptly communicate significant concerns to Executive Leadership. Monitor insurance claims, significant incidents, legal matters, habitability concerns, code violations, and other property-level risks as appropriate. Coordinate with Property Management, insurance representatives, attorneys, consultants, and other parties regarding significant property matters. Track outstanding corrective actions and ensure identified risks are appropriately addressed. Lender, Investor, and Agency Relations Serve as an organizational contact, as appropriate, for lenders, investors, public agencies, consultants, auditors, and other external stakeholders regarding asset management matters. Coordinate responses to lender, investor, and agency requests for property financial and operational information. Monitor loan and regulatory requirements, including financial reporting, reserve requirements, inspections, and other property obligations. Assist with lender and investor inspections, audits, reviews, and reporting. Portfolio Strategy Support Executive Leadership in evaluating the long-term strategy for individual properties and the overall affordable housing portfolio. Assist with analysis related to refinancing, restructuring, recapitalization, rehabilitation, acquisition, disposition, and other major property transactions. Evaluate property financial performance and capital needs to assist leadership in determining appropriate long-term investment strategies. Coordinate with Development and Executive Leadership on rehabilitation and recapitalization opportunities for existing properties. Assist with due diligence and document preparation associated with refinancing, acquisitions, dispositions, and other real estate transactions. Reporting and Internal Coordination Develop and maintain asset management reports, dashboards, property summaries, and other tools used to monitor portfolio performance. Provide regular reports to the Executive Director regarding property performance, significant risks, capital needs, financial concerns, and recommended actions. Coordinate with Property Management, Compliance, Accounting, Development, and other departments to ensure property-related matters are addressed efficiently. Maintain organized property records, including financial reports, regulatory agreements, loan documents, capital plans, inspections, and other asset management documentation. Assist Executive Leadership with special projects, portfolio analysis, Board reporting, and other organizational initiatives as needed. Requirements Bachelor's degree in Real Estate, Finance, Accounting, Business Administration, Public Administration, Urban Planning, or a related field preferred. Relevant professional experience may be considered in lieu of a degree. Minimum of 4-5 years of experience in affordable housing asset management, property management, real estate finance, development, or a closely related field . Strong knowledge of affordable housing operations and Low-Income Housing Tax Credit (LIHTC) properties. Working knowledge of affordable housing programs and agencies such as TCAC, HCD, HUD, CalHFA, HOME, Section 8, and local housing programs preferred. Strong understanding of multifamily property financial statements, operating budgets, cash flow, variance analysis, and property-level financial performance. Ability to analyze financial and operational information and identify trends, risks, and recommended corrective actions. Ability to read and interpret regulatory agreements, loan documents, financial reports, contracts, governmental regulations, policies, and operating procedures. Excellent analytical, organizational, problem-solving, and time-management skills. Excellent written and verbal communication skills. Ability to prepare professional reports, correspondence, financial summaries, and recommendations for executive review. Ability to manage multiple properties, projects, deadlines, and competing priorities. Ability to work independently while effectively collaborating across departments. Proficiency in Microsoft Office, particularly Excel, Word, and Outlook. Experience with property management software such as Yardi preferred. Reliable transportation and a valid California driver's license required. Preferred Qualifications Experience managing or providing asset management oversight for a portfolio of affordable multifamily housing properties. Experience with LIHTC, HUD, HCD, CalHFA, HOME, Section 8, and other federal, state, and local affordable housing programs. Experience reviewing property budgets, financial statements, audits, capital plans, and regulatory reports. Experience with affordable housing refinancing, recapitalization, acquisition, rehabilitation, or disposition transactions. Experience working with lenders, investors, public agencies, auditors, attorneys, and other affordable housing stakeholders. Professional certifications or designations related to affordable housing, real estate, asset management, or property management are preferred. Bilingual or multilingual skills preferred. Fair Housing and Regulatory Responsibilities The Asset Manager must maintain an understanding of and support organizational compliance with applicable federal, state, and local laws and regulations, including the Americans with Disabilities Act, Fair Housing Act, California fair housing requirements, and applicable affordable housing regulatory agreements. The Asset Manager is expected to work collaboratively with Property Management, Compliance, and Executive Leadership to identify and address risks affecting the organization's properties and residents.
Pay:
$75,361.08 - $90,757.42 per year
