Office and Field-Based Job Overview We are seeking an experienced and proactive Regulatory, Governmental & Environmental Affairs Manager

•Oil & Gas to manage and support regulatory compliance, environmental compliance, governmental affairs, and field regulatory activities for the Company's Texas oil and gas operations. This position will play an important role in ensuring that the Company's operations remain compliant with applicable federal, state, and local regulatory requirements while maintaining effective working relationships with regulatory agencies, governmental organizations, industry groups, and other stakeholders. The ideal candidate will have strong knowledge of Texas oil and gas regulations, Railroad Commission of Texas (RRC) requirements, TCEQ/environmental compliance, regulatory filings, inspections, and corrective-action management . This is a hands-on operational role. The successful candidate will be expected to work closely with Operations, Engineering, Land, management, outside consultants, and legal counsel and regularly participate in field inspections at wells, production facilities, gathering facilities, and other operational sites. Key Duties & ResponsibilitiesRegulatory Compliance & Management Develop, implement, and maintain effective regulatory compliance programs for the Company's Texas oil and gas operations. Monitor federal, state, and local regulatory requirements affecting oil and gas operations and communicate significant changes to management and relevant departments. Coordinate and monitor regulatory filings, permits, renewals, reports, and other required submissions. Maintain a centralized regulatory compliance calendar and tracking system covering permits, renewals, filings, inspections, reporting obligations, corrective actions, responsible parties, deadlines, and closure status. Coordinate filings and compliance matters involving the Railroad Commission of Texas (RRC) and other applicable regulatory agencies. Review regulatory filings and supporting documentation for accuracy, completeness, and timely submission. Identify, document, track, and follow regulatory deficiencies, notices, violations, or corrective actions through final resolution and documented closure. Prepare regulatory compliance status reports and risk assessments for management. Field Regulatory & Compliance Activities Conduct and participate in regular field regulatory and compliance inspections at wells, production facilities, gathering facilities, and other operational locations. Develop and maintain a formal field regulatory inspection and compliance program. Identify and document regulatory or environmental deficiencies discovered during inspections or operational reviews. Work directly with Operations, Engineering, Land, and other responsible personnel to establish appropriate corrective actions. Track corrective actions and verify that identified deficiencies have been properly resolved and documented. Maintain inspection records, photographs, corrective-action documentation, agency correspondence, and supporting compliance records. Participate in regulatory agency inspections and site visits and coordinate preparation and follow-up activities. Provide practical regulatory guidance to field and operational personnel. Environmental Compliance Manage and coordinate environmental compliance matters associated with oil and gas operations. Monitor applicable environmental regulations, permits, reporting requirements, and operational obligations. Coordinate environmental inspections, assessments, testing, reporting, and corrective actions with internal personnel and outside consultants. Support compliance matters involving air emissions, spills and releases, waste management, water, remediation, and other environmental requirements . Coordinate with the Texas Commission on Environmental Quality (TCEQ) and other applicable environmental agencies as necessary. Maintain complete and organized environmental compliance records and documentation. Identify potential environmental compliance risks and work with operational teams to develop practical corrective solutions. Governmental & Regulatory Affairs Develop and maintain professional working relationships with regulatory agencies, governmental organizations, industry associations, community stakeholders, and outside consultants. Serve as a Company contact for regulatory and governmental matters within the scope of the position. Monitor legislative and regulatory developments that may affect the Company's oil and gas operations. Conduct policy and regulatory research and provide management with analysis regarding potential operational or business impacts. Coordinate responses to regulatory inquiries, notices, inspections, information requests, and other agency communications. Participate in meetings with government agencies, regulatory organizations, industry associations, and other stakeholders as appropriate. Represent the Company professionally at regulatory meetings, conferences, hearings, policy forums, and industry events when assigned. Assist management in evaluating proposed regulations, legislation, and policy changes affecting the Company's operations. Cross-Functional Coordination & Reporting Work closely with Operations, Engineering, Land, Accounting, Legal, management, environmental consultants, and other departments to ensure regulatory requirements are properly communicated and addressed. Coordinate cross-functional responses to regulatory and environmental issues. Prepare reports, presentations, correspondence, and regulatory updates for management. Maintain organized records of permits, filings, inspections, regulatory correspondence, notices, corrective actions, and agency communications. Escalate significant compliance risks, potential violations, missed deadlines, or unresolved deficiencies to management promptly. Coordinate with outside legal counsel, environmental consultants, engineers, and other specialists when necessary. Support development and improvement of Company policies and procedures related to regulatory and environmental compliance. Qualifications & Experience Bachelor's degree in Environmental Science, Engineering, Petroleum Engineering, Energy, Business, Public Administration, Political Science, or a related field preferred. Minimum 5 years of relevant experience in oil and gas regulatory compliance, environmental compliance, governmental affairs, or a related field. Strong knowledge of Texas oil and gas regulatory requirements. Direct experience working with the Railroad Commission of Texas (RRC) strongly preferred. Experience with TCEQ and environmental compliance strongly preferred. Experience with oil and gas regulatory filings, permits, inspections, reporting requirements, and compliance documentation. Working knowledge of upstream oil and gas operations, including wells and production facilities. Experience communicating and coordinating with local, state, or federal regulatory agencies. Ability to research and interpret regulations, legislation, policies, and agency requirements. Strong organizational skills with the ability to manage multiple regulatory deadlines and compliance matters simultaneously. Strong written and verbal communication skills, including the ability to communicate effectively with field personnel, regulatory agencies, consultants, and management. Strong problem-solving and negotiation skills. Ability to work independently while coordinating effectively across multiple departments. Ability and willingness to regularly travel to field locations and participate directly in regulatory and environmental inspections. This is not solely an office-based government affairs position . The employee must be comfortable working in both office and field environments and must be willing to participate directly in field inspections, regulatory reviews, agency visits, and operational compliance activities. The successful candidate should be comfortable reviewing regulations and communicating with government agencies while also being willing to visit field locations, identify potential compliance issues, work with operational personnel to develop solutions, track corrective actions, and verify that deficiencies have been properly resolved. The ideal candidate will be proactive, organized, detail-oriented, and capable of identifying potential regulatory or environmental risks before they become significant compliance issues.

Salary Range:

$105,000
