The Communications and Organizational Change Management (OCM) Specialist is an experienced communications strategist responsible for guiding USCIS through organizational transitions by planning, communicating, and executing changes that minimize resistance, address stakeholder concerns, and drive adoption of new processes, technologies, and organizational structures. This position develops and executes communication strategies for both public-facing and executive-level DHS audiences, leveraging industry-leading methodologies including Prosci, Lean Agile, and the Scaled Agile Framework (SAFe).Responsibilities:
Develop and execute comprehensive communication strategies with clearly defined target audiences, key messages, and delivery channels — including public-facing and executive-level DHS communications. Lead change management initiatives to guide USCIS through operational transitions, minimizing resistance and ensuring smooth adoption of new processes, technologies, and structures. Develop and implement communication plans, training programs, and phased deployment approaches for business process and technology changes across VER and FOD. Facilitate stakeholder engagement, awareness campaigns, and training sessions at all organizational levels. Ensure all communications adhere to Plain Language guidelines and Section 508 compliance standards. Leverage Prosci, Lean Agile, and SAFe methodologies for change adoption, aligning agency, division, and program objectives. Implement feedback and continuous improvement mechanisms including retrospectives, stakeholder surveys, and FAQ development. Utilize leading technologies and tools — including Adobe Suite, Microsoft Suite, and Mural — to develop innovative communications products that drive awareness and buy-in. Draft strategic communications in support of operational programs for DHS and USCIS, including messaging frameworks and stakeholder engagement plans. Advise Project Managers and Product Owners on target audience messaging, effective communication channels, and optimal timing of outreach and activities. Required Qualifications:
Bachelor's Degree in Communications, Public Relations, or a directly related field. Minimum 7 years of experience developing and executing strategies for federal programs. Demonstrated expertise in executive-level communications, messaging frameworks, and stakeholder engagement. Experience supporting organizational change management initiatives in a federal environment. Strong writing, editing, and presentation skills tailored for diverse audiences including senior executives. Ability to coordinate across functional teams to ensure clear, consistent messaging. Experience drafting strategic communications in support of operational programs for DHS or USCIS. Required Certifications (One or More): Prosci Change Management Certification (REQUIRED) OR a similar professional certification in organizational change managementPreferred Qualifications:
Experience supporting USCIS, DHS, or federal immigration program communications. Familiarity with SAFe (Scaled Agile Framework) and Lean Agile communications integration. Experience with Section 508 compliance and Plain Language standards in a federal context. Proficiency with Adobe Creative Suite, Microsoft 365, and collaborative tools such as Mural.Physical Demands:

Generally, an office-type position. The noise level in the work environment is usually quiet in office settings and moderate in other situations. This is primarily a work-from-home position, with some travel to Corporate Office area as needed.
