Pay Range:
$40-42/hr Job Description The main function of a business operations specialist is to maintain vendor relationships, acting as a business analyst for non-IT projects or filling organizational roles above an administrative level, but below a management level. Other responsibilities may include maintaining all project management processes, including project goals, deadlines, metrics and budget. The business operations specialist usually reports to a project manager or director.
Job Responsibilities:
- Review and approve contracts, cost proposals and contract supplements.
- Approve project and work breakdown structures.
- Review and approve the documentation of business processes.
- Approve project budgets and expenditures, monitor transaction controls and costs against budgets.
- Predict potential budget overruns and offer solutions.
- Consult with corporate offices, project managers, auditors, client and sub-consultant representatives regarding future proposals.
- Prepare sub-agreements and review and input sub-consultant invoices to ensure contact compliance.

- Strong ability to work independently and manage one's time.
- Strong knowledge of business and management principles involved in strategic planning, resource allocation, and production methods.

- Previous experience with computer applications, such as MS Word and Excel; Enterprise Application experience a plus.
Education/Experience:
- Bachelor's degree in business management, economics, finance, accounting or relevant field required.
- 8-10 years experience required.
Additional Role Details:
The ideal candidate is a finance/data hybrid with strong financial reconciliation and analytical skills. The individual should be capable of taking an unexplained financial variance or transaction and following it through the underlying data and organizational processes until the root cause is understood and resolved.

Work Group:
- The Budget Analyst will support Marine R&E budget management by combining financial analysis, accounting reconciliation, data investigation, and structured problem solving.
This individual will work directly with the Marine Product Team, Marine Data Science team, and Business Resources teams across multiple organizations that provide services or R&D support to Marine. The successful candidate will be comfortable taking an unexplained number in a financial report and following the data until the underlying transaction, organizational source, accounting treatment, and root cause are understood.

- Identify and resolve budget grief, tracing unexplained charges to the appropriate program, job, cost center, and organization.
- Reconcile affordability, forecasts, actuals, and RBM reporting, including investigation of missing or delayed invoices and classification issues.
- Perform root-cause analysis of recurring data-quality problems and work with business resources organizations to implement corrections.
- Define finance business rules and data-quality controls for implementation with the Data Science team.
- Improve program-level traceability, including situations where multiple or changing PIDs/jobs need to remain associated with the correct Marine program.
- Establish a sustainable process for identifying, assigning, resolving, and preventing future budget grief.
- For each goal, background information has been partially collected. The candidate will determine information that still needs to be gathered on requirements, source data, process, and error handling then collaborate with functional leads to meet the goal.
- Alternate between team interaction and data analysis.
- Present findings, planned solutions, and timeline expectations to the work director.
