ABOUT THIS POSITION
Over 52 million passengers traveled through Phoenix Sky Harbor International Airport in 2024, one of the busiest airports in the country and in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually. The Aviation Department, Procurement, and Compliance Services Division, seeks two Contract Specialist II candidates to join their dynamic and innovative procurement team with career growth opportunities. The division is responsible for purchasing a large variety of goods and services, professional services, including revenue solicitation, and the Contract Specialist II performs advanced-level work in writing, procuring, negotiating, executing, and administering complex contracts and revenue contract solicitations for the department. The variety of procurement activities managed by the Contract Specialist II requires the use of critical thinking skills, initiative, and professional judgment, and is performed under the general direction of the Procurement Manager.
IDEAL CANDIDATE
Ability to effectively prioritize and manage multiple projects at once and meet deadlines. Ability to correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures. Ability to break down complex information into comprehensive parts, ask questions, synthesize, and analyze information. Proven experience in public procurement, including developing scopes of work and technical specifications, conducting solicitations, facilitating evaluations, negotiating contracts, and executing awards. Knowledge of local, state, and federal laws and regulations relevant to purchasing, procurement, and principles of accounting. Possess strong problem-solving skills, initiative, and the ability to analyze information, make informed decisions, and exercise sound professional judgment. Excellent written and oral communication skills, with the ability to break down complex information, respond effectively to inquiries, and provide exemplary customer service to internal customers, vendors, and City officials.
SALARY Pay Range:
$74,422.40 to $115,460.80 annually.
Hiring Range:
$74,422.40 to $99,736 annually.

Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. Lateral transfers occur when there is no change to the last two digits of the pay grade. MINIMUM QUALIFICATIONS
Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation. Bachelor's degree in public or business administration or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted. PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus: Experience working with eProcurement or other purchasing software. Experience in government (federal, state, or local) or private industry procurement that includes contract development, management, and/or administration. Experience leading projects, independently developing, evaluating, and reviewing solicitation and contract documents, including scopes of work and evaluation criteria to ensure accuracy and completeness. Experience within the last three years in public procurement, including developing scopes of work and technical specifications, conducting solicitations, facilitating evaluations, negotiating contracts, and executing awards. National Institute of Governmental Purchasing (NIGP) certification as a Certified Public Procurement Buyer or Officer, highly preferred.
