Job Description
Proposal Manager Location:
Hybrid - Charleston, SC strongly preferred (Remote considered for highly qualified candidates; Eastern or Central Time Zones required)Summary:
3 Reasons Consulting (3RC) is seeking an experienced Proposal Manager to lead, manage, and deliver compliant, compelling, and high-quality proposals across all lines of business. This is a critical, high-visibility role responsible for driving proposal execution from solicitation release through final submission, ensuring every response is strategically aligned, fully compliant, evaluator focused, and delivered on schedule. The Proposal Manager serves as the central hub of proposal operations, coordinating closely with capture leadership, technical subject matter experts, pricing teams, subcontractors, and executive leadership to produce winning submissions that align with federal acquisition requirements and 3RC growth objectives. Services to be performed include, but are not limited to:Proposal Leadership & Execution:
Lead end-to-end proposal management for federal opportunities, including RFPs, RFQs, and RFIs. Analyze solicitation documents, including Sections L & M, SOW/PWS, and attachments, to develop proposal outlines, annotated templates, and compliance matrices. Develop and manage proposal schedules, ensuring alignment with deadlines, reviews, and submission milestones. Conduct proposal kickoff meetings, daily stand-ups, and status reviews to drive execution and accountability. Manage all proposal review phases, including Pink, Red, Gold, and Final reviews. Ensure all proposal volumes are fully compliant, responsive, and evaluator focused. Serve as the single point of accountability for proposal delivery and execution quality.Content Development & Quality Control:
Write, edit, and refine proposal content, including executive summaries, management approaches, and past performance narratives. Ensure proposal messaging reflects win themes, discriminators, and clear value propositions. Enforce style guides, formatting standards, and brand consistency across all submissions. Perform detailed compliance reviews and quality assurance checks. Translate complex technical and operational concepts into persuasive, evaluation-aligned narratives. Maintain and curate proposal content libraries, reusable assets, and standardized response materials.Cross-Functional Coordination:
Coordinate with Capture Managers to align capture strategy with proposal execution. Interface with technical SMEs, solution architects, pricing teams, and subcontractors to collect and refine proposal inputs. Manage teaming partner contributions to ensure compliance, quality, and timely delivery. Facilitate solutioning sessions to align technical approach, staffing strategy, and win themes.Proposal Operations & Tools:
Manage proposal workflows using SharePoint, Teams, and document management systems. Utilize Smartsheet or similar project tracking tools to manage schedules, assignments, and deliverables. Implement process improvements, workflow enhancements, and automation to improve proposal efficiency. Leverage AI-enabled tools such as OpenAI ChatGPT and Microsoft Copilot Copilot to accelerate drafting, summarization, and compliance analysis.Pipeline & Pre-Proposal Support:
Support early-stage proposal activities, including RFIs, Sources Sought notices, and White Paper development. Assist in bid/no-bid decisions by evaluating requirements, evaluation criteria, competitiveness, and resource availability. Develop proposal readiness materials, including templates, outlines, and compliance frameworks. Contribute to lessons learned and continuous improvement initiatives across proposal operations.Required Education and Experience:
Bachelor's Degree required. Minimum of five (5) years of experience managing and developing federal proposals. Demonstrated experience leading proposals for DoD and/or civilian federal agencies. Experience supporting proposals on IDIQs, BPAs, GWACs, and large task orders. Proven ability to manage multiple concurrent proposals in deadline-driven environments.Skills & Knowledge:
Deep understanding of federal acquisition processes and proposal development requirements. Strong expertise in Section L & M analysis, compliance matrices, and evaluation criteria alignment. Exceptional writing, editing, and communication skills. Strong organizational, planning, and project management capabilities. Ability to lead cross-functional teams and drive accountability across contributors. Advanced proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint. Experience with SharePoint, Teams, Adobe Acrobat, and proposal workflow systems. Familiarity with AI-enabled proposal development tools and automation capabilities.Preferred Qualifications:
Experience supporting cybersecurity, RMF, A&A, or IT services proposals. Familiarity with DoD environments, including Department of Navy, NIWC Atlantic, Defense Health Agency, and Naval Surface Warfare Center Divisions. Experience using Smartsheet for proposal tracking, workflow management, and reporting. APMP (Association of Proposal Management Professionals) certification preferred.
