Operations Manager North Oakland Transportation Authority (NOTA) Full-Time | Exempt | Reports to Executive Director Position Summary North Oakland Transportation Authority (NOTA) is seeking an experienced Operations Manager to serve as a key member of our leadership team and oversee the daily operations and continued growth of our transportation services. The Operations Manager is responsible for leading safe, reliable, and efficient transportation operations while supporting organizational growth, employee development, regulatory compliance, and continuous improvement initiatives. This position provides leadership across fleet management, facilities, operational systems, training, safety, compliance, and operational projects. Working closely with the Executive Director, the Operations Manager develops and implements strategies that improve service quality, strengthen operational processes, and support NOTA's mission of providing accessible transportation to the communities we serve. This role provides direct leadership to the Training & Development Manager, Operations Support Staff, and Mechanics, while providing operational oversight and support to approximately 100 Drivers and 5 Trainers. Key ResponsibilitiesOperational Leadership & Team Development Lead daily transportation operations to ensure safe, dependable, and customer-focused service. Develop and improve operational policies, procedures, and performance standards. Support employee recruitment, onboarding, coaching, performance management, and professional development. Promote a culture of accountability, teamwork, professionalism, and continuous improvement. Use operational data and performance metrics to identify opportunities and improve efficiency. Fleet, Facilities & Technology Management Oversee fleet operations, including vehicle maintenance, inspections, repairs, inventory, and lifecycle planning. Supervise mechanics and coordinate with outside vendors and service providers. Manage facility maintenance, security, and improvement projects. Oversee operational technology systems, including vehicle tracking, onboard cameras, driver tablets, and communication systems. Safety, Compliance & Risk Management Ensure compliance with FTA, MDOT, ADA, DOT, and agency requirements. Administer the Drug and Alcohol Testing Program. Lead incident investigations, corrective actions, audits, and risk management efforts. Maintain required documentation and compliance reporting. Budget & Project Management Develop and manage operational budgets and monitor expenditures. Oversee vendor contracts, purchasing, and operational resources. Support capital planning for fleet, facilities, and technology. Lead operational projects from planning through implementation, including fleet expansion and emerging transportation technologies. Data & Continuous Improvement Develop and monitor operational performance metrics and dashboards. Prepare reports and recommendations for Executive Leadership and the Board of Directors. Identify trends and implement solutions that improve efficiency, safety, and service delivery. Qualifications Bachelor's degree in Business, Operations Management, Public Administration, Transportation Management, or a related field preferred; equivalent experience may be considered. Minimum of 5 years of progressively responsible operations leadership experience . Experience managing teams, budgets, projects, vendors, and operational processes. Strong leadership, communication, organizational, and problem-solving skills. Experience with fleet operations, facilities management, or public transportation preferred. Knowledge of transit regulations, safety practices, and compliance requirements preferred. Valid Michigan chauffeur's driver's license required. Working Conditions Primarily office-based with regular interaction in operational facilities, maintenance areas, and field environments. Occasional evenings, weekends, or emergency response may be required.
