DESCRIPTION
Performs highly complex (senior-level) managerial work administering the daily operations and activities of consultative services, legislative analysis, and regulatory work. Work involves high level coordination, review and analysis of legislation and legislative issues, and creation of policies. Oversees financial data gathered, analyzed, interpreted, and reported. Trains, leads, assigns, and/or prioritizes the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIAL DUTIES / RESPONSIBILITIES
1. Manage program areas and activities of staff and provide technical guidance. 2. Manages and may aid staff with the coordination of the legislative bill process for the division; oversees training for the division¿s legislative team and creates the final legislative summary of each legislative session as it relates to the division. 3. Oversees and manages staff that serve as division or agency liaisons with external agencies, as well as other agency departments, including Finance and the Office of Government Relations. 4. Oversees the legislative analysis process during legislative session to identify and develop recommendations for policy and program issues relating to the implementation, improvement, and expansion of, or reduction in, program funding. 5. Manage, develop, oversee and evaluate multiple business functions and projects and provide oversight to associated staff. 6. Manages staff responsible for researching regulatory program information to compose reports for dissemination to elected officials and division and department leadership. 7. Manages and oversees the completion of required administrative and performance reports, studies, and specialized projects and recommends appropriate changes. 8. Analyzes, evaluates, and prepares documentation and materials in response to legislative and financial requests for regulatory program information and reports. 9. Coordinates assigned staff's preparation of budgets to provide management with revenue data, expenditure data, trends, forecasting and recommendations. 10. Oversees the analysis, implementation, and documentation of regulatory program policies and determines the effects on the financial management of the division's resources. 11. Oversees and ensures accuracy and timeliness of submission of the strategic plan, exceptional item requests, riders, fiscal notes, and legislative appropriations requests. 12. Oversees reporting, data management and monitoring of financial planning and reporting software. 13. Establishes work methods and priorities and determines methodologies and techniques for performing budget evaluations. 14. Develops financial models to simulate anticipated financial performance as a result of changes in laws, regulations, policies, and procedures. 15. Plan, assign, and supervise the work of others. 16. Represent the business unit, division, or department at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees. 17. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 18. Perform other duties as assigned. GENERAL QUALIFICATIONS and
REQUIREMENTS
Education
- Graduation from an accredited four-year college or university with a Bachelor's degree in Finance, Political Science, Business Administration or another related field. Experience
- Minimum of five (4) years of related progressively responsible experience in state budget preparation and analysis, budget forecasting, legislative bill analysis and fiscal notes, performance measurement reporting, research or report writing.

- If driving is required, must possess a valid driver license from state of residence. Regulatory knowledge
- Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Supervisory/Managerial/Leadership skills
- Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
