Compensation:
$40,000 per annum
POSITION SUMMARY
The Business Improvement District (BID) Manager coordinates the Downtown Racine BID's objectives and daily operations, manages BID meetings, and turns Board priorities into measurable improvements. The manager is the primary point of contact for downtown businesses and a responsive connection among the BID Board, City departments, vendors, property owners, residents, and community partners.
CORE RESPONSIBILITIES
Coordinate BID objectives and the annual operating plan; track projects, deadlines, expenses, and results. Manage BID meetings, including agendas, supporting materials, minutes, stakeholder communication, and follow-up. Coordinate with City departments and vendors to schedule services, address concerns, monitor contracts, and ensure quality performance. Serve as the primary point of contact for all downtown businesses; maintain regular outreach and respond to business and property-owner needs. Maintain an updated catalog of businesses, business resources, grants, financing programs, technical assistance, and other funding opportunities. Plan and coordinate quarterly BID-sponsored merchant events that encourage participation and benefit businesses throughout the district. Supervise a small maintenance staff and coordinate cleanliness, graffiti response, landscaping, decorations, lighting, and other public-realm needs. Maintain transparent records and support the annual budget, report, audit, and compliance with BID, meeting, public records, contracting, and financial requirements. Build and maintain strong relationships with business owners, visitors, and partners.
QUALIFICATIONS
Three or more years of relevant experience in downtown/nonprofit management, economic development, municipal government, business support, or project management. Strong organization, communication, relationship-building, budgeting, and problem-solving skills. Ability to work independently, supervise staff, manage vendors and competing priorities, and collaborate with diverse stakeholders. Experience with public meetings, grants, events, contracts, commercial districts, or Wisconsin BID requirements is preferred; occasional evening/weekend availability is required.
MEASURES OF SUCCESS
On-time projects; responsible budget management; consistent stakeholder engagement; faster resolution of cleanliness, safety, and maintenance concerns; stronger business retention and occupancy; outside funding secured; and accurate reporting.
SCOPE OF THE PART-TIME ROLE
The manager coordinates and leads the work; the position is not expected to personally perform every function. Annual priorities must be realistic for the approved hours, budget, contractors, staff capacity, and community partnerships.
